This paper aimed to analysis the status of activation of childbirth policies by the local authorities and the impact of activation of childbirth policies on birthrate to cope with the low birthrate. This paper examined the following questions. First, what is the birthrate in subject areas? Second, what are the efforts of local authorities for childbirth policies? Third, does the activation of childbirth policies by local authorities have positive impact in increasing birthrate in the relevant areas? The research data comprises the questionnaire and data from Statistics Korea. The questionnaire was the complete survey by sending questionnaires to 228 local authorities in Korea by mail except Jeju Island for the purposes of this study. The survey was conducted from July 20 to Aug. 31, 2011, for 42 days. One questionnaire was sent the government employees in charge of low birthrate and childbirth policies in each local authority. Total 181 questionnaires were used for analysis. For data from Statistics Korea, the statistical yearbooks published by local authorities and KOSIS data on the homepage of Statistics Korea were used for analysis. Data was analyzed using descriptive statistics, simple correlation and hierarchial multiple regression analysis. The followings are the results of this study. First, for the birthrate in 2009 with the subjects classified into wide-area local authorities, the birthrates of Seoul and Busan, the large cities, were the lowest. Jeollanam-do and Jeollabuk-do showed the highest birthrate. Second, in accordance with activation status of childbirth policies by local authorities, health support, information supply and child care and rearing expenses support policies were activated to a certain level. However, it was evaluated that financial support, support for families with more than two kids, formation of social mood for childbirth policies and human and material support policies were not activated. Third, social and financial elements, marriage rate, women's economic activity rate, day care usage rate and private day care facility usage rate, had the significantly positive effects on the birthrate, in that order. However, it has significantly negative effect on the number of national and public day care facilities and youth economic activity participation rate in that order. Next, while the activation of 7 childbirth policies didn't have significant impact on the birthrate, activation of childbirth grant policy, one of major financial support policies, had significantly positive effect on increasing birthrate. The results of this study identified the following political suggestions. First, local authorities need to implement balanced childbirth policies. While the childbirth policy has been focusing on the direct childbirth grants, it is required to implement the balanced childbirth policies by forming the indirect childbirth policy basis which can settle down the long-term and extensive childbirth policies in the future. Second, local authorities shall implement the childbirth policies reflecting the local features. For effective implementation of childbirth policies by local authority, each local authority shall implement the childbirth policies which are suitable for its economic features and social environment. Third, local authorities need to comprehensively change the policies related to birthrate. Local authorities need to try to change the policies by accurately analyzing the reasons of low birthrate by reinvestigating the elements having impact on birthrate. Finally, local authorities need to more activate the financial support policies. Local authorities shall reduce the financial burden according to the number of children in a family by gradually expanding the beneficiaries of financial support.
