This study was conducted to figure out the degree of universities' recognition on development of human resources in a lifelong learning society and to obtain the basic materials that can present a direction suitable for performing universities' functions. For this, the university faculty playing a core role in developing universities were taken as the subjects of this study. The discussion consists as follows: First, how much do they recognize faculty development programs? Second, how much do they feel the difficulty of operation of developed programs? Third, what experiences and opinions do they have in developing a faculty development program? Fourth, what do they demand from faculty development programs? For such an analysis, a survey was conducted for the faculty of each university of the country. For the survey, a frequency analysis and a cross analysis were conducted. Hereunder is the summary of the findings of this study. First, the faculty who responded to the survey recognize that universities have poor conditions for operating the programs. It was observed that their recognition became low all in all, compared with the previous studies and that as they have served longer and are older at their age, they showed partly positive recognition. Second, they recognizes that it is highly difficult to operate the programs. In other words, they recognize the lack of members' understanding, program development contents, budgets, and facility conditions. However, they showed positive recognition on facility conditions, compared with the previous studies. To solve the problems with operation of the programs and to develop them, it is necessary to stress the importance of decision makers' recognition on education, and to offer support thereof. Third, they were given 1~2 time(s) of opportunity of participating in a faculty development program. Satisfaction was higher than dissatisfaction. They recognize that the social use after education is low and that the recognition on education of staffs in universities must change to regard education contents to be important and to vitalize education. Fourth, the contents of developing faculty development programs needed the most the knowledge on office works and management, and they expressed that they intend to complete programs for improving communication and human relations. To develop universities' human resources, it is a primary step to raise members' recognition, and based on this it is necessary to adopt proper education methods by construing an efficient program net and thus developing good educational contents.
