For that, questionnaires were sent out to secondary school teachers in Gyeonggi-do Province where the Student's Human Rights Ordinance was carried out for the first time in the country and continues over a year. The summary of the results are as follows. First, regarding teacher's perception of student's human rights, they considered the implementation - adjusting school rules to Student's Human Rights Ordinance and so on - excellent. However, they showed a medium level awareness of whether student's human right were improved and had a strongly negative awareness of decreasing conflict situations with students. Secondly, regarding the perception about teacher's rights, it was recognized that Student's Human Rights Ordinance had a negative influence on teachers' right in general. In particular, teachers have a difficulty in guidance and they also recognized that the frequency of teacher's right infringement such as class interruption increased. Thirdly, regarding the degree of infringement of teacher's rights, 96 percent of the responding teachers said that teachers' rights fell after enforcement of the Student's Human Rights Ordinance and a majority of them chose an inconsistent education policy, a lack of human rights awareness of students, and frequent interference by politicization of education as the causes of infringement of teacher's right. These results imply the side effects causing concern before enforcement were revealed through the perception of teachers. Teachers may have felt 'exaggerated confusion' and react sensitively due to frequent changes in education policy. However, out of regards for the importance of education, it is a crucial role of educational authorities to reduce confusion to a minimum. In other words, although there was a fairly reasonable deliberation process and public opinion gathering, confusion could be less if concerns about side effects of enforcement of the ordinance were paid more attention considering the importance of education instead of arguing about differences in political tendencies before enforcement of the ordinance.
