Recently, the Republic of Korea is witnessing an increase of violent crimes involving cruelty and difficulty to identify specific motives largely due to extreme economic divides among classes, inclination to speed and pleasure, and expansion of violent cultures. Not only the frontline investigating institutions but also corrective and preventive/protective institutions, local communities, and governmental agencies are striving to solve these crimes and arrest violators at earlier stages while trying to prevent recurrences. However, there are also a lot of limits found with the existing policies for investigation and prevention of recurrences. Considering citizens’ aspirations and expectation to prevent and solve crimes, all of the above-stated institutions are greatly burdened and under more pressure. Based on external features, violent crimes involve violence such as murder, robbery, rape, and arson occurring without specific motives or reasons, causing a lot of difficulties for the police to investigate the crimes, arrest violators, and prevent such occurrences. At the same time, as the number of crimes with unidentified motives is increasing, higher levels of professionalism, science-based investigations, and comprehensive approaches become more than necessary. Based on this understanding, this paper explored the methods to establish police infrastructure to cope with violent crimes. Firstly, it analyzed the causes, features, and status of violent crimes, which was followed by exploration of the problems with handling these problems by investigating institution, corrective and protective institution, and local community and then, suggestion of improvement in each area. The following covers the problems with handling violent crimes. Most of all, the problem relates to investigating institutions, which was covered based on the police investigation system, science-based investigation system, sharing of information among investigating institutions, and responsible investigation of the prosecution. Second, the analysis on problems related to corrective and protective institutions resulted in the insufficient legislature to prevent recurrent crimes by high-risk violators, lack of collaboration between and among penal and judicial institutions to manage violators, lack of participation by the state and local communities to protect ex-convicts, and insufficient programs and institutions to prevent recurrences and promote rehabilitation. Third, the problem with local communities in relation to violent crimes covered the limit of awareness of collaborative policing, education, subcontracts in relation to local police institutions, and organization and operation of local policing consultative bodies. The methods of improvement to better handle violent crimes are as follows. First, the most important result relates to investigating institutions. This study discussed the establishment of multiple collaborative systems to prevent violent crimes, establish scientific investigation systems, strengthen the selection, training and education of professional investigators, and ensure human rights through rule of laws. Second, as for the aspects related to corrective and protective institutions, this paper discussed the methods to establish an integrated violator management system, expand the recently introduced electronic supervision, divide the stages related to violator control, ensure association with corrective and protective institutions, set up programs to help with rehabilitation and proper return to the society, and strengthen other relevant institutions. Third, as for the aspects covering local communities, it suggested strengthened multiple participation to cope with violent crimes, reinforced education for citizens on collaborative policing, support to vulnerable classes, and better connection to protect ex-convicts against recurrent crimes. Solutions to violent crimes have not become a problem that cannot be solved by investigating institutions alone. In order to effectively solve violent crimes, participation of all penal and judicial institutions other than investigating agencies is required. Especially, more active participation and efforts on the part of local communities as well as corrective and protective institutions are required.
