This study carefully tackles the issue by a risk identification model with five(5) independent variables including four(4) stages and one(1) environment variable in the process of defense technology transfer by offset trade: the identification of needed technology, technology negotiation and agreement, the performance of technology transfer, the using of transferred technology, the environment of technology transfer. It aims to identify risk factors, analyze the priorities among them and suggest the risk responses that may improve the results of technology transfer and contribute to the future of offset trade system.
To achieve this goal, a step-by-step research model was developed and various statistical analyses were applied on the survey in each step. First, fourty-two(42) risk factors to cause negative results of offset trade were identified from the review of previous studies. Second, Delphi technique, a qualitative method, was applied to twelve(12) offset trade professionals and the risk factors were narrowed down to thirty- one(31) which were classified ten(10) categories and finally verified by factor analysis, joined by seventy-two(72) offset-trade-related people. Third, the Analytic Hierarchy Process (AHP) method was used to prioritize the risk factors with ten(10) categories by using AHP software, Expert Choice, to analyze the risk factors.
The results of AHP analysis could be summarized as follows. First, in the large-scale category, ‘technology negotiation and agreement’ stage was the most important among five(5) stages in the process of defense technology transfer. Second, in the middle-scale category, ‘the lack of environment to show negotiating skill’ was the most important factor among ten(10) factors. Third, among total thirty-one(31) factors, ‘seller’s avoidance to technology transfer’ appeared to be the most important factor. This was followed by ‘no effort in top-down style technology identification’, ‘the lack of interest in finding needed technology’, and ‘difficulties in quantitatively evaluating results’. Fourth, when ignoring the priority of large-scale category among categories, ‘negotiation position excessively focused on acquiring technology(0.4028)’ was more important risk factor than ‘seller’s avoidance to technology transfer(0.2516)’.
In short, the greatest risk factor is the avoidance of technology transfer by foreign countries or companies. Also, other main risk factors include Korea’s lack of effort or interest in identifying the needed technology as well as negotiation position excessively focused on acquiring technology despite the difficulty in evaluating quantitatively the results of technology transfer.
