A large number of performing arts organizations are endeavouring so much to invent and create new pieces of art. There are, however, small unincorporated performing arts organizations that desire to provide a variety of performing art to the audience through invention and creation of new arts but do not have financial ability to do so. Consequently, they are suffering from financial difficulties – rather than the difficulty to create arts – and barely continuing their work. The state is supporting these performing arts organizations financially through the means of public funding. Nevertheless, public funding policy for performing art in Korea is mainly targeting on creating new art works and presentation of them, and its focus on the growth of performing arts organization is minimal. The funding policy focussing on works of art have contributed to the quantitative growth of performing art production, but also led to the side-effect of causing the mass production of art with complete reliance on the funding. Moreover, it only supports a part of the total production cost which worsens the management of performing arts organization by forcing the organization to unreasonably produce the funded art works. In light of that, this thesis intends to examine the limits of the public funding policy for performing arts organizations in relation to actual planning of performing art also the impacts of it on the planning of performing art. As a result, we can analyze the problems of the policy. Ministry of Culture, Sports and Tourism and Korean Small Theatre Association Inc. organized , and the drama company Baram-Pool was designated as a beneficiary for the grant for organization of medium standing. With this grant, Baram-Pool was supported with 70% of its total venue rental fee and was able to continue their performing art works. Despite that, a private performing arts organization was still pressured by the latest spike in venue rental fee. When planning a performance art, budget includes more expense for production, advertisement and operation than expense for venue renting. In order to break-even with such expenses, there needs to be sales of tickets, sponsorship and donation, however, in reality it is not easy for a private performing art organization, which can only be performing for a short period of time due to financial difficulty, to get sponsorship or donation. If there are not enough funds, advertisement of a performance will be very limited, and that directly leads to a fall in ticket sales which creates the endless repetition of financial difficulty. Therefore, a differentiated improvement in public funding policy that practically tackles the hardship the organizations are facing is required to accomplish the task on public funding for private performing arts organization.
