SLR(Satellite Laser Ranging) measures the two-way flight time of ultra-short laser pulses from a ground station to a satellite with a millimeter ranging accuracy, which has been used for precise orbit determination, space geodesy, earth physics, space situational awareness and so on. KASI(Korea Astronomy and Space Science Institute) has conducted SLR project since 2008 for the purpose of space geodesy research, technology development of precise orbit determination and basic infrastructure establishment of space situational awareness. The final goal of the project is to develop two SLR systems; mobile and fixed SLR system called ARGO-M(Accurate Ranging System for Geodetic Observation-Mobile) and ARGO-F(ARGO-Fixed), respectively. The ARGO-M has the separate optical path that employs a 40 cm-receiving and 10 cm-transmitting telescopes, but the ARGO-F has the common Coude optical path with a 100cm telescope. The ARGO-M is the first Korean SLR system, which is in the phase of test operation in the KASI headquarter. The ARGO-M uses a high power laser with kHz repetition rate, which is capable of tracking satellites in the range of 300 to 25,000 km altitude. In addition, it is capable of both nighttime and daytime trackings which need spatial, spectral and time filters due to high background noises from the sun. In this study, the characteristics and specifications of the ARGO-M are discussed and its tracking capabilities are also analyzed as well as signal detection probability for KOMPSAT-5 satellite. Further the system delay is investigated through the ground target laser ranging in order to verify the ARGO-M performance. And the laser ranging precision is analyzed using measurement data for LAGEOS-1 satellite which has been used as the standard to evaluate the SLR system. Moreover, the laser damage is analyzed on the satellite optical sensors due to the high power laser applied in the ARGO-M, and then it is shown that the ARGO-M laser does not damage the optical payloads of satellites such as STSAT-3.
