Throughout the long history of conservation of historical monuments and sites in every civilization, every thriving heritages and historical monuments owed courageous effort from preservationists and experts. Being first introduced by a Dutch historic architect and the pioneer of MWN, Walter Kramer, preventive conservation activities or "Monumentenwacht" since 1970's have been developed for effective management of the sites through diagnosis and observation by experts. South Korean government recently adopted the activities of Monumentenwacht and initiated Munhwajae-Dolbom project for historical site management and its diagnosis. The purpose of this study is to present the reform plans on the Korean preventive conservation project Munhwajae-Dolbom. It also reviews and compares the recent activities of preventive conservation projects on historical buildings and sites in Europe and South Korea. The research methods being used for this study are 1) a literature review on conservation in general and the theories of preventive conservation, 2) interviews with a group of local government staffs and professionals in the field of historic preservation, and 3) comparative researches on recent European and Korean activities. The second chapter devotes the outcome of literature reviews on the concept of preventive conservation and the history of conservation of artifacts as well as historical sites and monuments in terms of prevention, maintenance, and cooperation between experts, the authority, and the interested party. The third chapter introduces preventive conservation activities in Europe - MWN of the Netherland, MWV of Flanders, Belgium, Bath Area Pilot of England, Raadvad Center in Denmark, Mameg at Vesprem, Hungary and South Korea - Munhwajae-Dolbom project. Their activities are focused on periodical inspection on architectural elements, exteriors, and structures as well as treatment at sites. The fourth chapter follows a series of researches - 1) an interview research with a group of public officials and local conservation committee members in Gyeongsangnamdo, Korea, 2) analytic comparison of four different organizations - MWV, MWN, Bath Area Pilot, and Munhwajae-Dolbom, which is conducted with SWOT analysis , 3) a discussion of the reform plans. The analytic comparison research involves analysis on the projects' professionalism, financial management, and organizational benefits on administrative supports from local governments. As the result of analytic comparison with European preventive conservation activities, several important lessons from the South Korean activities should be considered. Firstly, the organizations at South Korean activities lack professionals who would reserve responsibilities over field diagnosis, which should result in inaccuracy of diagnosis and absenteeism in their activities. Secondly, the organisations' financial dependency on government subsidy would finally lessen motivation in the project because of the limitation in budget for activities. Thirdly, South Korean governments fail to enforce the owners' legal responsibility over maintenance of historical properties. Due to absence of law enforcement articles on demage and destruction of designated historical objects in South Korea, few owners tend to ignore the historical importance This study searches the reform plans for both the Munhwajae-Dolbom project and the South Korean conservation system. As the discussion of the reform plans, the three objectives of "Strengthening professional activities", "assisting the conservation and maintenance industry", and "additional plans for the sustainable conservation system" follows seven specific plans. "Strengthening professional activities" includes "establishment of inspection standards", "promotion of preventive conservation activities", "improvement of linkage between inspection and report writing processes." In addition, "assisting the conservation and maintenance industry" follows "consideration on utilizing the maintenance technicians licence programme" and "considerations on promoting non-profit organizational activities in the maintenance of historical heritages." Lastly, "additional plans for the sustainable conservation system" can be associated with "effective use of national budget on conservation" and "reform on law articles on preservation of designated heritages and sites." In conclusion, in connection with the concept of preventive conservation, the improvement of management methods of historic sites and monuments should seek important lessons from related project activities. The Munhaejae-Dolbom project as a runner model should be involved with "consideration on timeline steps and specific action plan", "the proactive role of the conservation authority in the reformation of the national conservation system", and "leadership in cooperation between professionals, civilians, and the interest parties."
