군사통합문제는 통일과 국가통합을 위한 일부이긴 하나, 국가 안정성 확보차원에서 보면 가장 중요한 핵심과제이다. 현재 남북한이 처한 특수상황을 감안하면 남북한 군사통합 문제는 남북통일 과업의 성패를 좌우하는 관건이 될 것이다. 우리가 바라는 이상적인 남북한 통일은 남북한 상호 합의에 의한 평화적 절차에 의한 통일이다. 남북한 군사통합 역시 합의에 의한 평화적 군사통합의 과정을 거치는 것이다. 그러나 현재의 남북한 대치 상황과 북한의 3대 세습, 선군정치에 의한 독재체제 유지 등 상호합의에 의한 평화통일은 당분간 쉽지 않을 것으로 보이며, 그동안 논의되어 오고 있는 북한의 식량난 등 체제 불안에서 오는 급변사태는 우리가 원하지 않는다 하더라도 우리 모두가 심각하게 직면할 수 있는 상황이다. 어느 날 갑자기 다가온 급변사태 상황에서 우리가 어떻게 대처하고 이를 통일의 기회로 만들어 가느냐는 중요한 역사적 과업이라 할 수 있다. 본 논문에서는 급변사태 발생 가능성을 전제로 하되 발생 가능성이 높은 당 또는 군부 내부에 의한 북한 내 내분사태로 상호 교전하는 혼란 상황을 상정하여 통일과정과 통일 후에 나타날 수 있는 문제점과 후유증의 최소화 방안에 대하여 제시하고자 하였다. 군사통합의 유형을 통합 방식과 합의 여부에 의해서 분류하되 급변사태 시 실질적으로 적용 가능성이 높은 절충형 흡수통합과 절충형 대등통합의 개념을 보완하여 강제적 흡수통합, 합의적 흡수통합, 합의적 대등통합 5가지 유형으로 세분화하였다. 종전의 연구들은 급변사태 시 통합유형을 강제적 흡수통합의 한 유형으로 분류하였으나, 실질적으로 적용 시 정확히 부합되지 않은 점을 고려하였으며 급변사태 시 가장 적합한 군사통합 유형은 절충형 흡수통합의 유형으로 제시하였다. 따라서 군사통합 방안은 절충형 흡수통합 유형을 기준으로 그 세부 절차와 방안을 제시하였다. 절충형 흡수통합은 북한식 체제 전복을 원하면서 남한군에게 우호적인 세력은 합의에 의하여 흡수통합하고 북한식체제 고수를 고집하는 비우호적인 세력은 군사작전을 통하여 강제적으로 흡수통합하는 방식의 통합을 의미한다. 절충형 흡수통합 방식으로 통일과 군사통합을 추진해 나갈 때 예상되는 문제점은 통일과정에서 급변사태가 긴박하게 발생함에 따라 사전 준비 부족에서 오는 문제점들로 구체화된 계획이 없어 겪는 시행착오와 전문성 결여, 정치권에 종속되어 휘둘리는 군 내부 혼란, 군사작전 간 비인간적인 인권유린 행위, 수복지역 통제 미흡에 의한 혼란 증폭, 대량살상무기에 의한 대량피해, 무기 및 탄약 통제 미흡에 따른 문제, 기타 문화재 및 환경오염과 훼손이 있을 수 있다. 통일 후에 예상되는 후유증은 통일과정에서 피해를 입은 북한군과 그 가족들의 반감과 북한 지역 근무 기피 현상, 북한군 대량 전역으로 인한 실업률 증가, 잔류한 북한군과의 갈등, 인수한 잉여 물자/장비, 시설처리 지연에 따른 환경오염 등 문제, 동화교육간 비인간적 인권유린 등이다. 이러한 후유증 최소화를 위한 군사통합 방안은 쟁점사안 별로 정리하여 제시하였는데, 우선적으로 평화적 통합을 위한 노력이 선행되어야 하며, 이것이 달성되지 못할 때 불가피하게 군사작전의 방안을 선택할 수밖에 없는 것이다. 군사작전은 UN과 주변국들의 충분한 동의와 협조하에 이루어져야 하며 우호세력과는 합의에 의한 평화적 절차로 흡수통합을, 저항하는 비우호 세력은 평화적 통합을 위한 노력과 아울러 후유증 최소화를 위한 평화강제작전을 시행해야 한다. 이러한 평화강제작전 간에는 앞에서 제시한 비인간적인 인권유린 행위 등의 최소화를 위한 준비와 시행에 관심을 가져야 한다. 효과적인 평화강제작전 지원과 수복지역에 대한 조기 안정화를 위하여 민군작전과 계엄을 효과적으로 시행해야 하며, 이때는 조기 사회질서 회복과 주민생활 불편해소, 이질감과 반감해소를 통한 조기 동화, 일체감 형성 등에 주안을 두고 작전을 시행한다. 통일과정에서 가장 크게 우려되는 대량살상무기에 의한 피해와 후유증 최소화를 위해서는 대량살상무기 통제 세력과 평화적 대화와 협상을 통하여 정상적으로 작동할 수 있도록 통제하는 노력과 아울러 협상 불가에 따른 강압적 확보와 통제를 위한 군사작전도 준비해야 한다. 이를 위해서는 대량살상무기 확보와 제거를 위한 특수임무부대를 사전 편성하여 충분히 교육하고 숙달 훈련하여 준비해야 할 것이다. 이를 위한 세부 작전절차도 모델화하여 발전시키고 준비해야 한다. 평화강제작전 간 무장해제는 군사통합을 위하여 시행해야 할 불가피한 조치이다. 무장해제를 시행한 이라크, 아프가니스탄, 독일 등의 사례를 참고로 저항 및 불응세력과 순응 및 우호세력으로 구분하여 그 절차를 정립하였으며 저항 및 불응세력의 무력화와 확보 단계 시 후유증 최소화를 위한 조치가 보다 구체적으로 강구되어야 할 것이다. 통일 후 군사통합은 통일한국군의 역할을 기반으로 한 국방정책과 군사전략을 제시하였는데 국방정책 목표는 자유민주주의와 시장경제체제를 유지하고 국민의 자유와 권리를 보장하며, 통일한국의 국익위협에 전방위적으로 대비하면서 국가의 번영과 발전에 기여하는데 두고, 군사전략은 자위적 공세 전략으로 거부적 억제력 보유와 공세적 방어 전략이라 할 수 있다. 통일 한국군의 적정 군사력 규모와 배치는 50∼70만 정도의 규모와 국경선 외곽 지역의 외부 침입을 방지하며 필요시 전력을 집중 운용할 수 있도록 지리적 공간을 관리하여 배치해야 한다. 병력 통합은 병력 규모와 부대 편성을 고려하여 신편 소요에 따른 북한군의 소요 병력을 산출하고 현 북한군 중에서 전역 대상자와 인수 대상자를 선별하는데 대좌 이상 장교, 50세 이상 간부, 정치・보위 부대 등 핵심 근무자는 전역 조치하고 그 외 북한군 중 동화 가능한 건전하고 우호적인 병력에 대하여 엄격 심사 후 재복무 기회를 부여하여야 한다. 전역자는 연금, 퇴직금 등을 조치하고 취업을 알선한다. 재복무하는 북한군은 한국군 인사법과 별도 규정을 마련하여 계급을 조정하고 2년 관찰 후 재복무 및 장기복무자를 재 선발한다. 무기체계 통합은 남한군의 무기체계 위주로 통합되어야 한다. 북한의 무기체계는 노후화되어 있는 무기들이 대부분이어서 이들을 교체하는데 많은 예산과 시간이 소요되고 경제난 등으로 무기 현대화가 이루어지지 않을 가능성이 크기 때문이다. 따라서 북한군의 무기와 장비는 남한 위주의 전력을 보완하거나 개선할 만한 가치가 있는 것들을 우선적으로 선별 통합하여 활용하는 것을 원칙으로 하여 남한군이 미보유한 무기체계나 기술 성능이 우위에 있는 것들을 통합한다. 무기・탄약 및 장비의 통합은 통일한국군의 주요 무기체계 및 장비를 어떤 규모로 유지 할 것인가가 결정되어야 하고 종류별로 남북한이 보유하고 있는 수량, 무기가 획득된 시기 및 해당 무기의 수명, 한국군 무기등과 성능 비교, 탄약 ...

군사통합문제는 통일과 국가통합을 위한 일부이긴 하나, 국가 안정성 확보차원에서 보면 가장 중요한 핵심과제이다. 현재 남북한이 처한 특수상황을 감안하면 남북한 군사통합 문제는 남북통일 과업의 성패를 좌우하는 관건이 될 것이다. 우리가 바라는 이상적인 남북한 통일은 남북한 상호 합의에 의한 평화적 절차에 의한 통일이다. 남북한 군사통합 역시 합의에 의한 평화적 군사통합의 과정을 거치는 것이다. 그러나 현재의 남북한 대치 상황과 북한의 3대 세습, 선군정치에 의한 독재체제 유지 등 상호합의에 의한 평화통일은 당분간 쉽지 않을 것으로 보이며, 그동안 논의되어 오고 있는 북한의 식량난 등 체제 불안에서 오는 급변사태는 우리가 원하지 않는다 하더라도 우리 모두가 심각하게 직면할 수 있는 상황이다. 어느 날 갑자기 다가온 급변사태 상황에서 우리가 어떻게 대처하고 이를 통일의 기회로 만들어 가느냐는 중요한 역사적 과업이라 할 수 있다. 본 논문에서는 급변사태 발생 가능성을 전제로 하되 발생 가능성이 높은 당 또는 군부 내부에 의한 북한 내 내분사태로 상호 교전하는 혼란 상황을 상정하여 통일과정과 통일 후에 나타날 수 있는 문제점과 후유증의 최소화 방안에 대하여 제시하고자 하였다. 군사통합의 유형을 통합 방식과 합의 여부에 의해서 분류하되 급변사태 시 실질적으로 적용 가능성이 높은 절충형 흡수통합과 절충형 대등통합의 개념을 보완하여 강제적 흡수통합, 합의적 흡수통합, 합의적 대등통합 5가지 유형으로 세분화하였다. 종전의 연구들은 급변사태 시 통합유형을 강제적 흡수통합의 한 유형으로 분류하였으나, 실질적으로 적용 시 정확히 부합되지 않은 점을 고려하였으며 급변사태 시 가장 적합한 군사통합 유형은 절충형 흡수통합의 유형으로 제시하였다. 따라서 군사통합 방안은 절충형 흡수통합 유형을 기준으로 그 세부 절차와 방안을 제시하였다. 절충형 흡수통합은 북한식 체제 전복을 원하면서 남한군에게 우호적인 세력은 합의에 의하여 흡수통합하고 북한식체제 고수를 고집하는 비우호적인 세력은 군사작전을 통하여 강제적으로 흡수통합하는 방식의 통합을 의미한다. 절충형 흡수통합 방식으로 통일과 군사통합을 추진해 나갈 때 예상되는 문제점은 통일과정에서 급변사태가 긴박하게 발생함에 따라 사전 준비 부족에서 오는 문제점들로 구체화된 계획이 없어 겪는 시행착오와 전문성 결여, 정치권에 종속되어 휘둘리는 군 내부 혼란, 군사작전 간 비인간적인 인권유린 행위, 수복지역 통제 미흡에 의한 혼란 증폭, 대량살상무기에 의한 대량피해, 무기 및 탄약 통제 미흡에 따른 문제, 기타 문화재 및 환경오염과 훼손이 있을 수 있다. 통일 후에 예상되는 후유증은 통일과정에서 피해를 입은 북한군과 그 가족들의 반감과 북한 지역 근무 기피 현상, 북한군 대량 전역으로 인한 실업률 증가, 잔류한 북한군과의 갈등, 인수한 잉여 물자/장비, 시설처리 지연에 따른 환경오염 등 문제, 동화교육간 비인간적 인권유린 등이다. 이러한 후유증 최소화를 위한 군사통합 방안은 쟁점사안 별로 정리하여 제시하였는데, 우선적으로 평화적 통합을 위한 노력이 선행되어야 하며, 이것이 달성되지 못할 때 불가피하게 군사작전의 방안을 선택할 수밖에 없는 것이다. 군사작전은 UN과 주변국들의 충분한 동의와 협조하에 이루어져야 하며 우호세력과는 합의에 의한 평화적 절차로 흡수통합을, 저항하는 비우호 세력은 평화적 통합을 위한 노력과 아울러 후유증 최소화를 위한 평화강제작전을 시행해야 한다. 이러한 평화강제작전 간에는 앞에서 제시한 비인간적인 인권유린 행위 등의 최소화를 위한 준비와 시행에 관심을 가져야 한다. 효과적인 평화강제작전 지원과 수복지역에 대한 조기 안정화를 위하여 민군작전과 계엄을 효과적으로 시행해야 하며, 이때는 조기 사회질서 회복과 주민생활 불편해소, 이질감과 반감해소를 통한 조기 동화, 일체감 형성 등에 주안을 두고 작전을 시행한다. 통일과정에서 가장 크게 우려되는 대량살상무기에 의한 피해와 후유증 최소화를 위해서는 대량살상무기 통제 세력과 평화적 대화와 협상을 통하여 정상적으로 작동할 수 있도록 통제하는 노력과 아울러 협상 불가에 따른 강압적 확보와 통제를 위한 군사작전도 준비해야 한다. 이를 위해서는 대량살상무기 확보와 제거를 위한 특수임무부대를 사전 편성하여 충분히 교육하고 숙달 훈련하여 준비해야 할 것이다. 이를 위한 세부 작전절차도 모델화하여 발전시키고 준비해야 한다. 평화강제작전 간 무장해제는 군사통합을 위하여 시행해야 할 불가피한 조치이다. 무장해제를 시행한 이라크, 아프가니스탄, 독일 등의 사례를 참고로 저항 및 불응세력과 순응 및 우호세력으로 구분하여 그 절차를 정립하였으며 저항 및 불응세력의 무력화와 확보 단계 시 후유증 최소화를 위한 조치가 보다 구체적으로 강구되어야 할 것이다. 통일 후 군사통합은 통일한국군의 역할을 기반으로 한 국방정책과 군사전략을 제시하였는데 국방정책 목표는 자유민주주의와 시장경제체제를 유지하고 국민의 자유와 권리를 보장하며, 통일한국의 국익위협에 전방위적으로 대비하면서 국가의 번영과 발전에 기여하는데 두고, 군사전략은 자위적 공세 전략으로 거부적 억제력 보유와 공세적 방어 전략이라 할 수 있다. 통일 한국군의 적정 군사력 규모와 배치는 50∼70만 정도의 규모와 국경선 외곽 지역의 외부 침입을 방지하며 필요시 전력을 집중 운용할 수 있도록 지리적 공간을 관리하여 배치해야 한다. 병력 통합은 병력 규모와 부대 편성을 고려하여 신편 소요에 따른 북한군의 소요 병력을 산출하고 현 북한군 중에서 전역 대상자와 인수 대상자를 선별하는데 대좌 이상 장교, 50세 이상 간부, 정치・보위 부대 등 핵심 근무자는 전역 조치하고 그 외 북한군 중 동화 가능한 건전하고 우호적인 병력에 대하여 엄격 심사 후 재복무 기회를 부여하여야 한다. 전역자는 연금, 퇴직금 등을 조치하고 취업을 알선한다. 재복무하는 북한군은 한국군 인사법과 별도 규정을 마련하여 계급을 조정하고 2년 관찰 후 재복무 및 장기복무자를 재 선발한다. 무기체계 통합은 남한군의 무기체계 위주로 통합되어야 한다. 북한의 무기체계는 노후화되어 있는 무기들이 대부분이어서 이들을 교체하는데 많은 예산과 시간이 소요되고 경제난 등으로 무기 현대화가 이루어지지 않을 가능성이 크기 때문이다. 따라서 북한군의 무기와 장비는 남한 위주의 전력을 보완하거나 개선할 만한 가치가 있는 것들을 우선적으로 선별 통합하여 활용하는 것을 원칙으로 하여 남한군이 미보유한 무기체계나 기술 성능이 우위에 있는 것들을 통합한다. 무기・탄약 및 장비의 통합은 통일한국군의 주요 무기체계 및 장비를 어떤 규모로 유지 할 것인가가 결정되어야 하고 종류별로 남북한이 보유하고 있는 수량, 무기가 획득된 시기 및 해당 무기의 수명, 한국군 무기등과 성능 비교, 탄약 가용성, 정비 가능성, 부품 획득 가능성을 포함한 비용대비 효과 등을 고려하여 활용장비와 불용장비로 구분한다. 불용장비는 해외 판매・증여, 관・민수용 전환, 매각, 용도변경, 기타 전시 용품으로 활용하거나 폐기 등의 처리 과정을 거치게 된다. 탄약은 무기 종류의 활용에 따라 가용 탄약을 선별하여 통합 처리 한다. 시설 통합은 초기에는 남・북한군이 사용하고 있는 모든 시설을 군 시설로 전환하는 것을 원칙으로 추진하되 통일 한국군의 작전성, 현 한국군 시설 보완성, 경제성, 환경영향, 시설 상태 측면에서 종합적으로 분류하여 군 사용시설과 민간 전환 시설을 구분 처리 하여야 한다. 향후에 더 세부적이고 집중적으로 연구되어야 할 분야는 급변사태 시 협상전략, 평화강제작전과 대량살상무기 통제를 위한 세부 군사작전 시행방안, 전역 북한군에 대한 직업알선과 사회적응 대책, 동화교육 방안, DMZ를 중심으로 설치되어 있는 각종 장애물 처리 대책 등이다. 앞으로 남북통일에 대한 논의와 연구에 국민적 관심과 지지가 한층 높아지길 기대하고 아울러서 이번 연구가 북한의 급변사태 시 남북한 군사통합을 위한 구체적인 방안 연구에 보다 실질적으로 기여할 수 있을 것이다.

The problem of military integration is only a single issue for the reunification and national integration, but from the perspective of securing national stability, it is at the core of the most important tasks. Considering current particularity of the inter-Korean circumstances, the military integration will play a critical role in determining the success of Korean national reunification. The ideal reunification model that Korean people desire is the one that can be achieved through a peaceful process based on mutual agreements. In parallel, a set of reciprocal agreements need to underlie the peaceful inter-Korean military integration. However, considering the present military confrontations between the two Koreas, the North Korean power succession over three generations, and the dictatorship sustained by the Military-First Policy, a peaceful reunification based on mutual consent does not seem easy to be attained for the time being. In addition, the long-discussed subject of sudden changes in North Korea stemming from the instability of the regime to include food shortage among others could happen before us against our will. It will be our responsibility to cope with the sudden changes in North Korea and to veer it around to the opportunities for national reunification. this thesis tries to make suggestions to minimize problems and aftereffects that may occur in the course of and after reunification under a premise of a possible North Korean emergency, and supposes a highly probable confusion scenarios resulting in a civil war triggered by internal dissensions between and among the communist party and its military components. The models of military integration are classified according to the method of integration, and the presence or lack of consent between the two militaries. The two models-the Absorptive Integration by compromises and Equal Integration by compromises-that are practically applicable in any emergencies have been complemented and ramified into five types, additionally including ‘Absorptive Integration by Coercion’, ‘Absorptive Integration by Agreements’, and ‘Equal Integration by Agreements’. While existing studies have classified the integration model in sudden changes into a type of the ‘Absorptive Integration by Coercion’, the ‘Absorptive Integration by compromises’ is suggested as the most suitable model of military integration in consideration of the points that the former is not expected to be well applicable in practice. Therefore, this study proposes the ‘Absorptive Integration by compromises’ as a standard of the military integration models, and suggests detailed procedures and methods thereof. The ‘Absorptive Integration by compromises’ is a kind of integration model in which: the factions that are friendly with the South Korean military, wanting to overthrow the North Korean regime, are to be absorbed by compromises; and the other factions that are unfriendly, insisting on the maintenance of status quo, are to be forcibly absorbed by military operations. By analyzing the examples of military integration in Germany, Yemen and Vietnam, it has been understood that the integration model wherein one side absorbed the other and thereby established one unified command structure (Germany, Vietnam), did more easily ensure post-reunification political stability than the systematic, equal integration model reached through consent (1st integration in Yemen) did. Also, it has been analysed that neither the military control authority nor the military themselves should be leverage for negotiations, and that aggressive military diplomacies vis-à-vis neighboring countries are important in the military integration process. The military integration on the Korean peninsula is more difficult than that in any other countries considering the differences between the two regimes, a huge gap in the size of their economies, and their contrasting military capabilities. Therefore, based on thorough analyses of the reunification process, expected problems, and aftereffects after reunification, it will be necessary to build up meticulous plans and adequate preparations. Having analyzed the influential factors from the neighboring countries, it has been learned that the reunification on the Korean Peninsula is a significant task letting the interests of the unified Korea shared with those of the four surrounding powers. The four neighboring countries that sensitively react to the interests in terms of the reunification on the Korean Peninsula will actively support and lend hands of cooperation only when they can perceive that the reunification contributes to their respective national interests, and the co-prosperity and promotion of peace in Northeast Asia. The USA, Japan and Russia would be supportive of and friendly with the reunification when they could be fully persuaded of, and thereby perceive positive effects and contributions to their national interests. However, because China has maintained an alliance forged in blood with the North Korean government for a long time, and is very likely to hold an unfriendly stance against the USA in the confrontational security environment, more phased strategic efforts and approach to convince and earn support from China are required. Pushing with the national reunification and military integration programs based on the ‘Absorptive Integration by Compromises’, which is more applicable in reality under emergent conditions, it is anticipated that the following problems would occur due to the following deficiencies in prior preparations: trials and errors created by lack of plans and professionalism; confusion within the politically subjugated military; acts of inhumane infringement on the human right during military operations; amplification of confusion due to inadequate control over the recovered areas; massive damage inflicted by weapons of mass destruction; troubles incurred by insufficient control of weapons and ammunition; damage to the cultural properties; and environmental pollution. The aftereffects anticipated after reunification are as follows: North Korean soldiers’ and their dependencies’ antipathy and attitude to avoid their services in the Northern areas; increase in the unemployment rate in the northern society caused by massive retirement of the military service personnel; tensions between the remnants of North Korean armed forces and the recovery operations forces; environmental pollution caused by delays in dealing with the acquired surplus materiel/equipment, and facilities; and infringement on human rights during their adaptation programs. Some viable solutions for the military integration models to minimize these aftereffects have been suggested by issue. Primarily, the effort for a peaceful absorptive integration should be preceded, and if this can not be realized, the military operations will have to be taken inevitably. The military operations should be conducted under consensus and coordination with the United Nations and neighboring countries. The Peace enforcement operations (PEO) should be put into practice to minimize after effects along with the efforts to peacefully absorb and integrate friendly elements by agreements, and to peacefully merge resisting unfriendly elements. Attention should be paid to the preparation and implementation of the PEOs in order to minimize aforementioned infringements on the human right contrary to humanity. To support the PEOs and to early stabilize the recovered areas, both civil-military operations and martial law need to be effectively implemented. At this time, military operations should be conducted to restore social order, to eliminate discomforts in the lives of citizens, to facilitate early assimilation of the ex-North Koreans by alleviating their antipathy and by forming their sense of identity. In order to minimize damage and aftereffects by WMD, which might incur in the process of reunification, the efforts have to be geared up to ensure normal control of the WMD through peace talks and negotiations with the authority in charge of controlling them. Additionally, some military options need to be prepared to secure and control the WMD by force if negotiations get void. In order for this, Special Mission Forces should be organized and adequately trained in advance for the purpose of securing and eliminating the WMD. The operational procedures need to be specified to be incorporated into the relevant model. The disarmament is a measure to be taken unavoidably for the military integration while conducting PEOs. The disarmament procedures have been established based on a classification of forces in the recovered areas into ‘resistant & noncompliant elements’ and ‘friendly & compliant elements’ in consideration of disarmament cases in Iraq, Afghanistan, and Germany. Further actions are to be taken to minimize aftereffects in the phase of clearing the resistant and noncompliant forces. The post-reunification military integration has suggested national defense policies and military strategies based on the role of unified armed forces of the unified Korea. The goals of the national defense policies lie in: maintaining free democracy and market economy system; guaranteeing freedom and rights of the citizens ; making omnidirectional readiness against the challenges threatening unified Korea’s national interests; and contributing to national development and prosperity. The offensive military strategy to ensure self-defense features the possession of deterrent capabilities to deny threats and to aggressively protect ourselves from these threats. Regarding the size of optimum forces and their disposition, approximately 500 to 700 thousand troops would need to be maintained being deployed at the geographic center in order to prevent intrusions from outside the border and to ensure massive employment of them if necessary. As for merging of personnel, the size of strength from the ex-North Korean Armed Forces to man newly-organized units need to be computed in consideration of the troops available and unit reorganization requirements. It is necessary to discharge, out of all ex-North Korean soldiers, those who are older than 50 years, and those who had served for core missions like politburo and security affairs. This will help distinguish those who can continue serving from those who cannot. Besides this, the reenlistment opportunities should be extended to those who are friendly with and can be assimilated into the new framework after thorough reviews. The actions to provide pension and/or allowances to the retirees, and to introduce new jobs should be taken. The ranks for the reenlisted ex-North Korean soldiers should be adjusted according to regulations separate from the ROK military’s personnel management act. Once the reenlisted soldiers complete their two-year services, the long-term service personnel will be selected after their achievements being reviewed. As for the integration of weapon systems, it should be pursued centering on the South Korean system. It is because most of the North Korean systems are so worn out, and their replacement will consume considerable amount of money and time. There is much possibility that weapons modernization programs may not be successful due to the North Korean economic crises. Therefore, the principle should be primary and selective integration of North Korean weapons and equipment that: can supplement those of the South Korean armed forces not being in their inventories; and are technically more superior to those in the South in particular functions. As for the integration of weapons, munitions, and equipment, the relevant decisions should be made in accordance with the manageable size of main weapon systems and equipment of the unified Korean forces. The equipment will be categorized into the utilizable and non-utilizable in consideration of cost-effectiveness including the following: quantities by kind that are in the inventories of both armed forces; time of acquisition and the life-cycle; comparative capabilities; and availability of ammunition, maintenance and repair parts. The non-utilizable equipment may undergo procedures of foreign sales or endowment; transfer to governmental/civil use; disposal by sale; change of uses; exhibitory use or abolition. The munitions will be classified, sorted and assembled by kind and use. The principle in terms of the integration of facilities should be to transfer all facilities used by two Korean militaries. However, these facilities will have to be categorized into either military or civil use in consideration of operational capabilities of the unified Korean armed forces, ex-North Korean facilities’ complementarity to those in the South, economic values, environmental effects, current facility conditions and so on. It has been keenly felt that studies on North Korea have limitations because data collection is not easy, and direct contact with the North Korean authority is not possible. Fortunately, the number of North Korean defectors including North Korean military officers is increasing recently, and relevant data are comparatively open to accesses, which make the conditions for the studies on North Korea better than before. The studies on the inter-Korean military integration will be more active if the discussions and researches for the Korean reunification become more lively, and will have to be continued by segment. The fields of study that need more detailed and intense investigations are: the negotiation strategies in case of emergencies; specific operational plans for peace enforcement operations and for control of WMD; measures to arrange jobs and facilitate social adjustment for the discharged North Korean servicemen and women; education programs for their early adaptation; and measures to dispose with all sorts of obstacles installed in and around the demilitarized zone. Expecting an increase in the popular interest in and support for the discussions and studies on the Korean reunification, studies on the detailed options for inter-Korean military integration in emergencies are also encouraged.
