현대 사회는 자본주의의 발전으로 경제적 부의 증가와 의학이 발달을 가져왔다. 이로 인한 생명의 연장은 인구의 고령화라는 새로운 사회적 문제를 야기하였다. 또한 자본주의의 발전과정에서 발생한 빈부의 격차는 사회복지서비스를 필요로 하는 계층을 확대시켰고, 핵가족 중심의 저출산·고령화로 사회적 인구구조를 변화시켰다. 이러한 가족제도의 변화는 기존의 가족내 부양능력을 초과하여 국가적·사회적·제도적인 문제로 나타나게 하였다. 우리나라의 고령화 속도는 OECD국가 중에서도 가장 빠르게 진행되고 있으며, 이러한 현상은 복지서비스의 공급이 정부만의 책임이 아니라 지역사회가 함께해야 한다는 의식의 변화를 가져왔다. 노인복지정책은 사회복지정책의 하위개념으로 소득보장, 주거보장, 의료보장, 여가복지서비스 등 크게 4가지 분야로 추진되고 있다. 이중 노인 여가복지서비스는 노인들의 심리적 안정과 건강한 여가생활을 위한 제도로 법정 여가복지시설에는 노인복지관, 경로당, 노인교실이 있어 중앙정부와 지방자치단체의 지원을 받아 운영되고 있다. 지금까지는 부족한 여가시설 확충에 중점을 두어 무분별한 공급자 중심의 증설이 이루어졌고, 학계의 연구나 정책 또한 각각의 여가복지시설의 활성화 방안을 중심으로 이루어져 각 여가복지시설의 연계나 지역사회 네트워크에 관한 연구가 미흡하였다. 이에 본 연구는 노인여가복지시설과 지역사회를 연계한 네트워크 실태를 분석하여, 제한된 복지재원을 효율적으로 배분하고 노인여가복지서비스의 효과성을 높이기 위한 네트워크 활성화 방안을 제시하는데 그 목적이 있다. 이러한 연구의 목적을 달성하기 위하여 서대문구의 노인 여가복지시설중 노인복지관과 경로당, 노인교실의 운영자를 대상으로 심층인터뷰를 실시하였다. 또한 노인여가복지시설을 이용하는 노인들의 서비스 욕구를 알아보고자 여가의 유형과 희망프로그램에 대하여 설문조사를 실시하였다. 설문지는 노인복지관, 경로당, 노인교실에 방문하여 각 시설 별로 140명 씩 420부를 배부하여 402부를 회수하여 분석하였다. 조사내용으로는 첫째, 노인여가복지시설 운영자의 심층인터뷰로 기관의 노인여가복지시설과 공공기관, 민간기관과의 네트워크 분석을 위해 대상자 의뢰, 자원의 교환, 프로그램의 교환, 정보의 교환을 조사하였다. 둘째, 이용자에 대한 설문조사를 실시하여 현재 참여중인 여가활동, 여가시설, 프로그램 등을 조사하였다. 설문조사 결과를 SPSS 21.0 프로그램을 사용하여 빈도분석과 기술 분석을 하였으며, 분석결과는 다음과 같다. 첫째, 노인여가복지시설간의 네트워크로 노인복지관과 경로당의 관계는 활발한 관계를 형성하고 있었으며, 이는 정부의 경로당 활성화 지원 사업으로 노인복지관이 서울특별시의 지원을 받아 경로당 활성화 프로그램을 진행함으로 네트워크가 구성되었음을 알 수 있었다. 반면 대부분의 노인교실은 종교기관에 소속되어 자체 프로그램을 운영하고 있었으며, 다른 기관과는 교류가 부족하고 노인복지관이나 경로당과도 네트워크가 거의 형성되어 있지 않음을 알 수 있었다. 둘째, 노인여가복지시설과 공공기관의 네트워크로 노인복지관과 경로당은 서대문 구청, 국민건강보험공단, 서대문구보건소 등과 관계가 형성되어 있었다. 반면 노인교실은 서대문 구청의 보조금을 지원받는 정도의 관계만 형성되고 있었다. 노인복지관과 서대문구 지역사회복지협의체는 서대문구를 중심으로 관계가 되고 있으나 그 외의 시설과는 관계가 활발하지 않은 것으로 나타났다. 셋째, 노인여가복지시설과 민간기관과의 네트워크로 주로 사단법인 대한노인회와 경로당, 종교기관과 노인교실이 관계를 형성하고 있는 것으로 나타났다. 대한노인회는 경로당 중심으로 관계망이 형성되어 있었고, 노인복지관과도 경로당 지원 사업으로 프로그램교환, 자원교환, 정보 교환 등의 교류를 하는 것으로 나타났다. 그러나 노인교실은 종교기관과의 활발한 관계를 형성할 뿐 다른 기관과의 교류는 미흡하였다. 넷째, 이용자의 여가유형은 휴식형, 학습·자기 개발형, 취미·문화활동형, 건강·레저 스포츠형 , 사회·봉사활동형의 순으로 나타났다. 대부분의 노인이 휴식형으로 비활동적인 여가와 실내에서의 여가활동을 주로 하는 것을 알 수 있었다. 이는 각 기관에서 운영 중인 프로그램이 실내형 중심의 여가프로그램으로 이루어진 것으로 분석되었다. 이러한 연구 결과를 종합하여 보면 정부는 경로당과 노인복지관을 중심으로 재정지원하고 있으며, 노인교실에 대한 지원은 미흡함을 알 수 있다. 정부의 지원정책에 따라 공공기관이 중심이 되어 관계가 형성되고 있는 것을 알 수 있다. 이러한 분석결과를 중심으로 노인 여가복지서비스의 지역사회 네트워크 활성화 방안의 정책적 제언은 다음과 같다. 첫째, 노인복지관 중심의 여가복지시설의 역할에 대한 재편성이 필요하다. 노인복지관은 노인들이 선호하는 다양한 프로그램을 운용하는 반면 시설수가 자치구 별로 1∼2개소로 절대적으로 부족하다. 노인복지관의 증설이 절대적으로 필요하지만 노인복지관1개소를 증설하여 운영하는 데는 많은 예산이 필요하다. 따라서 현재 노인여가복지시설들의 역할을 재편성하고, 이용자의 여가유형을 반영한 프로그램을 개발·운영하여 여가복지서비스의 질을 높여야 한다. 둘째, 노인여가복지시설과 지역사회 민간기관의 네트워크를 위하여 지역사회복지협의체의 역할과 기능이 제대로 작동되도록 하여야 한다. 지역사회복지협의체는 복지관련 서비스 제공자를 중심으로 연계와 협력을 도모하여 서비스의 양과 질을 높이기 위하여 설립 되었으나 활동과 성과가 미흡하여 존재감이 희박하다. 이러한 각 자치구별 지역사회복지협의체의 설립목적과 역할을 수행할 수 있도록 지역사회의 사회복지서비스 허브 역할의 권한과 책임을 강화할 필요가 있다. 셋째, 노인여가복지시설의 네트워크를 위하여 노인복지관·노인교실·경로당을 연계한 공동사업을 개발하여야 한다. 노인복지관의 경로당 활성화 사업과 같이 기관과의 연계 사업을 실시할 때 네트워크가 강화되는 것을 볼 수 있었다. 따라서 법정 노인 여가복지시설이 연계된 공동사업을 함께 추진할 수 있도록 지자체와 각 시설의 노력이 필요하겠다. 넷째, 지역사회의 자원봉사센터의 역할과 기능을 활용하여 노인자원봉사자의 활동을 유도하여야 한다. 앞으로 높은 학력과 풍부한 경험을 가진 베이비부머세대 노인들이 늘어날 것이다. 이들을 사회적 자본으로 활용하여 지역사회 정책과 공익사업에 참여시켜 지역사회가 발전할 수 있도록 자원봉사센터의 노인부분 기능도 강화시켜야 할 것이다. 그동안 노인들을 단순히 복지의 대상으로만 여겼던 정책에서 앞으로의 노인들을 ‘노인에 의한, 노인을 위한, 노인의 복지서비스’에 초점을 맞추어야 할 때가 된 것이다. 따라서 공급자 중심의 노인복지서비스 제공에서 이용자 중심의 노인복지서비스 제공으로 변화시킴과 동시에 이러한 서비스제공에 노인들이 참여하여 스스로의 서비스를 창출해 갈 수 있도록 지원해야 할 것이다.

Nowadays, our society has faced the new problem called as aging society since the development of medical sciences and economic growth are rapidly progressed with the growth of capitalism. In addition, an increased gap between the rich and poor tends to expend some populations needing various social services and this society meet the specific demographic changes (i.e., seriousness of low birth and aging). Since this change of family system, itself, includes the limitation of capacity for elderly care, the issues of elderly care have been a social problem beyond an individual or family problem. Among OECD countries, the rate of aging population in South Korea is not only speedily increasing, but also the fastest increasing rate. This phenomenon leads our society to include changing social attitudes for the social service: from providing by government resources and facilities only to serving and sharing by local communities together. As a subordinate concept of the social welfare policy, aged welfare policy is promoting the four realms, including income security, housing welfare, medical social security, and leisure-welfare service. Among these realms, the leisure-welfare service has intention of increasing mental stability and healthy leisure life of elderly population. Given the leisure-welfare service, there are various types of leisure facilities supported by financial aid from the local and central governments: senior welfare center, silver hall, and school for the elderly. By the time many facilities have been established by service providers, and most research and policies focus on the activation plan for leisure-welfare facilities. Thus, there is little scholarly attention to connections among leisure-welfare facilities and community networks. The purpose of this research is to suggest an activation plan for the community network, aiming at increasing the effectiveness of elderly leisure-welfare service as well as efficient allocating of welfare funds. To address the research aim, an in-depth interview was conducted with facility managers of senior welfare center, silver hall, and school for the elderly. Moreover, the survey asking about preference for leisure types and programs was conducted for the elderly in order to understand their leisure service needs. Survey questions in this study are asking as follows. First, from the in-deep interview with facility managers, this study has investigated the various organization factors of each facility, such as general operating conditions, and budgets and human resource condition and network factors, including client referral, resource exchange, program exchange, and information exchange. Second, this research also investigates service users’ (i.e., elderly) leisure activities, facilities, and programs which have been using by them. All analyses were performed using SPSS 21.0 and the significance level of .05 was established for all frequency and descriptive analysis. Research findings are as follows. First, the relationship between senior welfare centers and silver halls is very active in the community network because the two types of leisure facility form a close network between them, influenced by the activation program for silver hall funded by the Seoul local government. However, according to research results, the most schools for the elderly are belonged to religious organizations and then independently operate their leisure programs. This type of facility also shows a lack of network with senior welfare centers and silver halls. Second, senior welfare centers and silver halls have close relationships with Seodaemun-gu ward office, National Health Insurance Corporation, and Seodaemun-gu health center, respectively. On the other side, the most schools for the elderly have a simple relation with Seodaemun-gu ward office from which the schools merely receive a government subsidy. The senior welfare centers and local social welfare council also form a relationship with Seodaemun-gu ward office as the central figure in the community network, whereas other facilities show no close relationships with other facilities or offices. Third, as the networks of civil department, shiver halls are usually related with the Korea senior citizen's association while the most schools for the elderly are connected with religious organizations. The Korea senior citizen's association has the community network with silver halls as the central figure as well as forms a close relationship with senior welfare centers. The research results also demonstrate that various exchanges (e.g., information, resource, and program) between these facilities are actively promoted since the activation program for silver hall. There are an active relationship between schools for the elderly and religious organizations, but the schools do not show any relationships with other organizations. Fourth, the elderly’s types of leisure activity include, in order of participating frequency: “Rest type”, “Self-development and Learning type”, “Hobby-cultural activity type”, “Health-leisure type”, and “Social and volunteering type”. Most the elderly belong to the Rest type from which they usually enjoy participating in indoor activities and physically non-aggressive behaviors. These results also represent that most leisure programs managed by organizations are designed based on indoor activities. Given research results, this study finds that the government financially supports senior welfare centers and silver as a targeting facility and it provides insufficient funds to schools for the elderly. Also, this research knows that there are dense relationships with government or public offices as the center depending upon the financial supporting policy of government. Based on the results, the activation plan for community networks of leisure-welfare service of elderly population is as follows. First, the role of leisure-welfare facilities should be reorganized with the senior welfare center as the main facility. Although senior welfare centers offer numerous leisure programs preferred by older adults, the number of these centers is not enough to satisfy the leisure needs of elderly population. Indeed, there are merely one or two centers per borough. In spite of necessity of increasing the senior welfare center, it needs huge budgets to build this type of welfare center in the city of Seoul. Regarding this issue, after reorganizing the role of leisure facilities, the facilities, should develop and operate leisure-welfare service reflecting leisure types of service users in order to increase the quality of leisure-welfare service. Second, the role and function of local social welfare council should be properly administrated in order to promote leisure-welfare facilities and local community network. The purpose of establishing the local social welfare council is to provide high levels of quality and quantity of social welfare service by attempting connection and cooperation among welfare service providers. However, this council now becomes a nominal organization with insufficient outcomes contrary to the initial purpose of the establishment. The local social welfare council should play a hub role in performing council’s roles and attaining purposes of establishment. Third, schools for the elderly and senior welfare centers should cooperate with each other in order to design a cooperative project for the network of leisure-welfare facility. This study confirms that community networks have been reinforced when a network project such as the activation program for silver hall has been enforced. Thus, local governments and facilities should devote efforts to promote the network projects that leisure-welfare facilities include in. Fourth, applying volunteer centers of local communities, our society should encourage older adults to volunteer in this realm. In the future, the baby boom generation will be the elderly population with higher levels of education and expertise. Thus, volunteer center should recruit elderly volunteers, who can participate in the public services and projects, in order to develop a local community. It is time to change from the policy regarding the elderly as a beneficiary of welfare to the welfare service of the elderly, by the elderly, for the elderly. Therefore, elderly welfare services should be changed from provider-centered service to user-centered serviced as well as the governments should support the elderly populations participating in providing these services and creating services by themselves.

Second, this research also investigates service users’ (i.e., elderly) leisure activities, facilities, and programs which have been using by them. All analyses were performed using SPSS 21.0 and the significance level of .05 was established for all frequency and descriptive analysis. Research findings are as follows. First, the relationship between senior welfare centers and silver halls is very active in the community network because the two types of leisure facility form a close network between them, influenced by the activation program for silver hall funded by the Seoul local government. However, according to research results, the most schools for the elderly are belonged to religious organizations and then independently operate their leisure programs. This type of facility also shows a lack of network with senior welfare centers and silver halls. Second, senior welfare centers and silver halls have close relationships with Seodaemun-gu ward office, National Health Insurance Corporation, and Seodaemun-gu health center, respectively. On the other side, the most schools for the elderly have a simple relation with Seodaemun-gu ward office from which the schools merely receive a government subsidy. The senior welfare centers and local social welfare council also form a relationship with Seodaemun-gu ward office as the central figure in the community network, whereas other facilities show no close relationships with other facilities or offices. Third, as the networks of civil department, shiver halls are usually related with the Korea senior citizen's association while the most schools for the elderly are connected with religious organizations. The Korea senior citizen's association has the community network with silver halls as the central figure as well as forms a close relationship with senior welfare centers. The research results also demonstrate that various exchanges (e.g., information, resource, and program) between these facilities are actively promoted since the activation program for silver hall. There are an active relationship between schools for the elderly and religious organizations, but the schools do not show any relationships with other organizations. Fourth, the elderly’s types of leisure activity include, in order of participating frequency: “Rest type”, “Self-development and Learning type”, “Hobby-cultural activity type”, “Health-leisure type”, and “Social and volunteering type”. Most the elderly belong to the Rest type from which they usually enjoy participating in indoor activities and physically non-aggressive behaviors. These results also represent that most leisure programs managed by organizations are designed based on indoor activities. Given research results, this study finds that the government financially supports senior welfare centers and silver as a targeting facility and it provides insufficient funds to schools for the elderly. Also, this research knows that there are dense relationships with government or public offices as the center depending upon the financial supporting policy of government. Based on the results, the activation plan for community networks of leisure-welfare service of elderly population is as follows. First, the role of leisure-welfare facilities should be reorganized with the senior welfare center as the main facility. Although senior welfare centers offer numerous leisure programs preferred by older adults, the number of these centers is not enough to satisfy the leisure needs of elderly population. Indeed, there are merely one or two centers per borough. In spite of necessity of increasing the senior welfare center, it needs huge budgets to build this type of welfare center in the city of Seoul. Regarding this issue, after reorganizing the role of leisure facilities, the facilities, should develop and operate leisure-welfare service reflecting leisure types of service users in order to increase the quality of leisure-welfare service. Second, the role and function of local social welfare council should be properly administrated in order to promote leisure-welfare facilities and local community network. The purpose of establishing the local social welfare council is to provide high levels of quality and quantity of social welfare service by attempting connection and cooperation among welfare service providers. However, this council now becomes a nominal organization with insufficient outcomes contrary to the initial purpose of the establishment. The local social welfare council should play a hub role in performing council’s roles and attaining purposes of establishment. Third, schools for the elderly and senior welfare centers should cooperate with each other in order to design a cooperative project for the network of leisure-welfare facility. This study confirms that community networks have been reinforced when a network project such as the activation program for silver hall has been enforced. Thus, local governments and facilities should devote efforts to promote the network projects that leisure-welfare facilities include in. Fourth, applying volunteer centers of local communities, our society should encourage older adults to volunteer in this realm. In the future, the baby boom generation will be the elderly population with higher levels of education and expertise. Thus, volunteer center should recruit elderly volunteers, who can participate in the public services and projects, in order to develop a local community. It is time to change from the policy regarding the elderly as a beneficiary of welfare to the welfare service of the elderly, by the elderly, for the elderly. Therefore, elderly welfare services should be changed from provider-centered service to user-centered serviced as well as the governments should support the elderly populations participating in providing these services and creating services by themselves.
