The purpose of this study is to prevent the waste of resources caused by excessive development of tourism based on local mayors' performance-focused system, which began with the implementation of local self-governing system in Korea. In addition, at the current situation where index concerning the potential of local tourism is scarce though there are many developments in indexes relating to competitiveness of tourism, the study focuses on the future value rather than current value, that is potential rather than competitiveness. Because there are relatively many underdeveloped areas in Korea, it is currently difficult to develop tourism in such areas compared to large cities. As these areas have relatively low competitiveness, they are subject to a number of constraints when it comes to tourism development. As a result, the study was conducted to create a potential index by finding requisites of future-oriented value concerning local resources, support and accessibility. Based on previous studies, final tourism potential index was developed through 1st, 2nd and 3rd Delphi analysis and AHP analysis by targeting tourism experts who derived the first index items. The final local tourism potential index consists of, among resource potential category, 6 sub-concepts and 26 detailed attributes concerning natural resources, and 7 sub-concepts and 28 detailed attributes concerning historical/cultural resources. The support potential category consists of 6 sub-concepts and 17 detailed indicators on human resource potential, 6 sub-concepts and 6 detailed indicators on local government support potential, 6 sub-concepts and 9 detailed indicators on business environment potential, 14 sub-concepts and 27 detailed indicators on infrastructure potential, 6 sub-concepts and 6 detailed indicators on service quality potential, 3 sub-concepts and 4 detailed indicators on population potential, and 2 sub-concepts and 6 detailed indicators on sustainable growth potential. Finally, 2 sub-concepts and 7 detailed indicators on regional accessibility potential were derived for the accessibility potential category. An implication for tourism policies in the study is that tourism potential of actual areas can be measured based on the study. Based on the results of the study, regions can be largely divided into 8 types: First, areas that have excellent resources, support and accessibility; second, areas that only have two excellent categories of resources and support; third, areas that have two excellent categories in support and accessibility; fourth, areas that have two excellent categories in resources and accessibility; fifth, areas that only have excellent resources; sixth, areas that only have excellent support; seventh, areas that only have excellent accessibility; and eighth, areas that have poor resources, support as well as accessibility. In addition, analysis of local tourism potential can be conducted in more fine divisions through each sub-item, which can maximize the strengths and minimize the weaknesses of each area. Also, changes in a region's tourism potential can be identified by making regular measurements of local tourism potential once or twice each year. The analysis of local tourism potential has a significant meaning in terms of local tourism policies. Analysis of local tourism potential can identify various tangible and intangible local resources in relation to the independent development of local tourism, as well as providing a way to prepare current and future development plans for relatively underdeveloped regions. It can also provide a base data on how to establish strategies and how to implement them in order to advance local tourism in comparison to competing areas or areas targeted for benchmarking. Analysis of local tourism potential and promotion of local development through the analysis can induce sound investments in the most suitable regions, and can become the foundation for promoting regional specialization or technicalization by identifying regions' unique attributes and superior tourism potential indicators in comparison to other regions. Through the assessment based on the study results, regional gaps that exist in Korea can be confirmed. Through this, not only the local governments, but also the central government can establish strategies for appropriate tourism development in each area. Finally, the study on tourism potential, which lacks in research compared to studies on competitiveness, is valuable in terms of being the based study that can contribute to the academic advancement of the field and to the development of policies.
