Recently, the number of natural disaster is increasing worldwide, and studies on disaster preparedness are on the increase. However, studies are insufficient compared to the case of foreign studies. Disaster preparedness for corporation is being studied in the category of BCP(Business Continuity Plan), but tenuous. To make matters worse, none pay attention to disaster preparedness at a working level. Furthermore, central & local government as well as corporation have scant regard for disaster preparedness, and current institutional strategy is weak. This paper is based on these problems, studied Japanese BCP system relates to corporate, derived implications for Korea in the light of these researches. Japanese disaster protection system is built around Disaster Countermeasures Basic Act. Following reorganization of Government in 2001, the First Lord of Disaster Protection is established, in charge of plan establishment and integrated adjustment related to handling in large-scale disasters. Central Disaster Management Council is a cabinet meeting on key policies, established in the Cabinet Office. The meeting is composed of Prime Minister, Minister of state, representatives of major public institutions and experts. Depending on Disaster Countermeasures Basic Act, there are basic programs and service plans for disaster protection, local disaster protection plans of local authorities. These plans emphasize on the role of corporations in disaster protection, furthermore clarifies the role of country and local governments, that should support BCP activities of companies. Meanwhile, main difference between Korean and Japanese disaster protection system is inadequate background to support corporate BCP activities in Korea. Korean disaster protection system is built around Basic Law of Disaster and Management. Related to corporate BCP, there is the law on voluntary activity support to disaster relief, but actual action to support that law is weak. Central Commission Safety Management is attached to Prime Minister, consider•adjust important policies related to safety management, consult•adjust between relevant ministries for safety management. However, the action is weak for corporate BCP activities. In addition, basic plans and enforcement plans concerned with contents of corporate BCP are weak. As stated above, due to the differences of corporate BCP activity background, Korea and Japan have substantially different BCP system. Since the early 2000s, led by the Cabinet Office, Japan established and operates various committees, comprehensively managing outcomes. Typically, a walkthrough on corporate and disaster protection, a professional committee related to strengthened private and market power caused by improved disaster preventing ability, a review committee on business continuity·disaster protection assessment, a walkthrough on business continuity plan establishment·manage promotion plan are activated or be in activity. Based on these activities of various committees, they achieved results, publication of BCP guideline 3rd edition, etc. These committees include related parties, government officials, relevant agencies, academic, experts, and private sector. The questions are about corporate’s property, risk awareness, physical·human measures, coping with disasters & recovery, regional connection in disaster, and implementation of measure at the home of representatives. In order to have an accurate picture of situation of Korea, the questionnaires for Korean and Japanese were similar. In conclusion, the level of Japan corporate’s disaster awareness and protection measures were higher. Especially, at corporate’s regional connection Korea corporate’s level of consciousness was minimal. Based on the analysed contents, this paper derives policy implications to Korea. Specifically, this paper proposes the improvement of corporate BCP promotion board, the creation of practicable guidelines and manuals, the strengthening of connection between corporate and regional area, the improvement of perception, and the necessity of government’s support to corporate.
