This study looks into the concept of Yahak (night school) that continues the legacy of the characteristics in each generation by classifying it into social function and educational function in order to discover how Yahak has been changing in the 2000s and what elements affected this changing trend that brought the alternative functions to systematic education in the educational aspect and democratic, enlightening and labor movement in the social aspect in its history of over 120 years. Also, using the Delphi method and IPA (Importance Performance Analysis), the social and educational functions of Yahak recognized by interested parties of National Association of Yahak who currently leads the Yahak activities in the field, are summarized and the changing trend in Yahak movement in the 2000s, its elements and the significance of lifelong learning were discussed. After three Delphi researches on interested parties of National Association of Yahak, it was confirmed that the social functions of Yahak in the 2000s were 'educational welfare', 'social participation' and 'social integration' whereas the educational functions were 'alternative learning for neglected class', 'educational interaction' and 'civil educational activities'. Although interested parties of the National Association of Yahak in the 2000s perceived that social functions take precedence over educational functions, but in reality, it was found that educational functions performed better than social functions. In other words, although Yahak's social values were important as a part of social movement, it can be said that it is actively functioning as a field of lifelong learning for educationally neglected class. Of course, it is true that the performance of educational businesses increased due to governmental support businesses including youth alternative school support, neglected class supportive programs and adult literacy education. However, it can be said that the major purpose for Yahak movement changed its direction from social movement to educational movement. Also, the highest importance and performance of Yahak on the functions of 'educational welfare' and 'alternative learning for neglected class' mean that the Yahak field in the 2000s puts its focus on the educational values. However, it is still true that the social functions of Yahak pursue traditional values that have to become an active field of social participation to intellectuals including university students by resolving inequality from educational neglect and lead independent lives of individuals, and it can be confirmed that the Yahak movement that reflects the generational change due to diversification is in progress. The trend of Yahak movement in the 2000s can be summarized into three characteristics: 'social function of Yahak’ which is ‘low performing yet important still', 'the transition to educational movement for neglected class in the lifelong learning aspect' and 'diversification of form of Yahak and human constituent (teachers and students). In the aspect that Yahak movement in the 2000s pursues Yahak's social functions including 'educational welfare', 'social participation' and 'social integration' as well as the educational functions including 'alternative learning for neglected class', 'educational interaction' and 'civil educational activities', the OECD highlighted the importance of lifelong learning for all individuals and the right to have opportunities in the 21st century. Yahak, taking this role, is a field where the four pillars of lifelong learning suggested by the UNESCO - learning to know, learning to do, learning to live together and learning to be - are achieved simultaneously. Therefore, Yahak movement in Korea in the 2000s has a meaning and value in a lifelong learning aspect as a flexible and student oriented educational field which is open whenever, wherever to everyone including educationally neglected class.
