A Study on Socio-Political Determinants for Sustainable Development in Odisha: Applying the 'Kerala Model' This study attempts to examine the socio-political determinants of the state of Odisha in comparison to the state of Kerala, India. According to Amartya Sen, sustainable development can only be achieved if socio-political determinants are developed along with economic ones. He lays emphasis on the fact that an undeveloped country like India that has a heterogeneous society can draw lessons from its own states. Especially, sustainable development became more important for the poor states such as Odisha which is attracting many foreign direct investments (FDIs) mainly due to its natural resources. In order to have a sustained investment flow, it is necessary to improve the socio-political conditions along with an economic one. Kerala is considered as one of the most successful cases of having achieved excellent standards of socio-political development not only within India but has been recognized globally by scholars including Sen himself. Hence, this study uses the theory of sustainable development by Sen and attempts to find out the factors behind Kerala’s success and reasons for Odisha’s struggle in socio-political development. In order to examine socio-political development in the two states, two factors – education and health, have been chosen as social determinants whereas the process of decentralization and participation have been chosen as political determinants. The paper concludes by explaining how Kerala succeeded in achieving development in social and political areas and why Odisha still lags far behind.
