This study was conducted with the aim of providing a pleasant, healthy indoor environment to occupants when ventilation facilities are being introduced into apartment houses. To this end, this study analyzed domestic and overseas ventilator installation standards and identified how maintenance and cleaning were done. In addition, by measuring floating germs with an endoscopic camera, this study investigated the actual states of apartment houses. This study also conducted a mock-up experiment in order to examine the causes of pollution inside ducts by measuring changes in pollution levels and composition inside ducts for 6 months, as well as temperature and humidity for 24 hours, in consideration of occupants’ schedules, as the same items as those of an actual condition investigation. The results of this study are as follows. (1) Advanced countries have enacted and are operating standards for ventilation facility installation, testing and maintenance, and cleaning methods, which present maintenance methods for the cleaning of air conditioning and filtering systems, particularly for replacing their filters. There are ventilation facility installation standards for unit households, but detailed rules on ventilator maintenance and cleaning do not exist; therefore, such rules and standards need to be established. (2) The results of investigating the actual state of pollution in ventilation ducts of 32 households in the metropolitan area are as follows. In the case of ceiling heat exchangers, pollution in the exhaust diffuser areas of kitchens was severe; pollution in the case of floor ventilators was serious in outdoor air-introduction components and the elbow areas of lower machine parts. Among others, the pollution densities of areas where dampers were not installed were 1.5 to 7 times higher than in areas where dampers were installed. In addition, pollution density increased in places with significant indoor moisture, showing that duct pollution was greatly influenced by moisture. (3) According to the result of the mock-up experiment aimed at reducing pollution, it was essential to install dampers in outdoor air-introduction components and the lower machine parts of floor ventilators, and the inflow of indoor moisture into ducts in particular should be blocked altogether. Moreover, the insulation reinforcement of pipes exposed in balcony areas is necessary. Interior ducts should be cleaned regularly; spongy cleaning balls were effective at inhibiting pollutants inside ducts. (4) There are no relevant rules on maintenance aimed at resolving indoor air pollution (such as molds) with respect to condensation in ventilators (including air filters). With respect to the system of joint management of ventilation facilities to cope with excessive maintenance costs, new legislation should be introduced under Article 18.1.10 and the attached Table 2 of the Enforcement Rules of the Rental Housing Act, and by Article 58.1.5.3 and the attached table of the Enforcement Decree of the Housing Act. Doing so would place the onus on occupants to bear the cost of stabilized indoor air environments. This study was carried out in order to alleviate problems with ventilation facilities installed in apartment houses. Guidelines at the national level on the cleaning of interior ventilator ducts and on maintenance for preventing the indoor inflow of moisture are necessary, and the introduction of a joint management system for interior ducts is considered essential by the Enforcement Rules of the Rental Housing Act and the Enforcement Decree of the Housing Act.
