The 23rd Winter Olympic/Paralympic is going to be held in Pyeongchang, Gangneung and Jeongseon area from January 9 to 24, 2018. As holding both Summer/Winter Olympic, FIFA Worldcup, and IAAF World Championships in Athletics, Korea has become the 6th nation to achieve ‘Sports Grand Slam’ and joined the ranks of developed countries in terms of sports. According to the researches of Center for Sports Industry of Seoul National University(2005), Korea Institute for Industrial Economics & Trade(2008), and Hyundai Research Institute(2011), it is expected that 2018 Pyeongchang Olympic Games would bring the economical ripple effect worths 11,516.6 billion won, 20,497.3 billion won and 64,900 billion won, respectively(all estimated). The estimated economic ripple effect was generally positive in cases of past games. If building new venues an infrastructure, the effect got bigger expectation including improvement of the brand image of host country, creation of jobs and so on. However, in many cases, the burden which local authority and the central government had shouldered hinder the development of the host area till long after the finale of the game. As the facilities were not used properly nor practically, the expected effects have not happened; it is easy to find the cases. The game is short but the cost of construction and maintenance and the interest remain so long because of that reason as mentioned above. It will be spent in total of 10,343 billion won of governmental and local expenditure; 1,840 billion won for constructing venues, supporting facilities and infrastructure, and 9,202 billion won for expanding the traffic network in 2018 Pyeongchang(Gangwondo, 2014) and it seems to be the more than expected. As the due is approaching, all facilities should be ready till early 2017. How to use them as useful as possible is now a pressing concern. Under this premise, this study investigated and analysed the facility use of former host country and made a suggestion to plan any policy to make the most of the facilities for Pyeongchang Games. We found that the most worrying task of host city is the facility use. Excessive consumption without detailed plan brought financial difficulties as we see in case of 1998 Nagano Winter Olympic. On the other hand, like in cases of 2002 Salt Lake City and 2006 Torino Games, a good plan for the facility use after game is helpful for to improve the economy as well as the quality of life of the local community. Based on the result of this study, we made some suggestions for the facility use after Olympic Games. First, the local authority should minimize direct facility management Most of the facilities are runned by the local authority of Nagano, except M-Wave, the speedskating venue, being runned by M-Wave Corporation. As a result, only M-Wave is managed lively. The Local authority spends average 12 billion won per year for maintenance. An independent organization called Torino Olympic Park is administrating all the facilities at once; it makes the most of the facilities by attracting major concerts, variety of exhibitions, conventions, entertainment, leisure, sports, shopping and winter sports games. Second, all facilities should be built easy to transform, to maximize multipurpose. It is more effective when the facilities are used multipurpose and multifunction, not specialized and focused. In case of Nagano, it was hard to change the function of Aqua Wing(swimming pool), White Ring(public sports facility) of Nagano, even the demand was limited only to the local community and some of tourists. As good examples, Utah Olympic Oval of Salt Lake City is used as a multipurpose leisure complex and Palasport Olimpico of Torino is also used as that way with roll-around walls and stands. Third, targets should include not only professional athletes and local community but visitors from outside. As we pointed out earlier, the facility use is limited when restricted to professional athletes and local community, because of the limitation which winter sports have and of population geographic of the host city. The cost of the game is astronomical. The facilities should be wide-open to domestic and foreign visitors and highly satisfying. Fourth, various programs should be developed. There are clear limitation of demand, when served only initial purpose. Beyond application to sports, we should actively make the maximum use of cultural art programs like entertainments, exhibitions, concerts. As seen in case of Salt Lake City, making the most of the facilities to not only sports venue but concert hall, cultural complex, entertainment and recreation space, regardless of weather. Especially it has a good implication that the facilities of Torino are managed by U.S. company named Live Nation and still served well for cultural industry. Fifth, we should aim for globalization. The population of Pyeongchang is 44 thousands, which is not many, considering total population of Gangwondo is 1.53 million(cf. the populations of Nagano, Salt Lake City, Torino and Vancouver are 380 thousands, 1.12 million, 900 thousands, 2.1 million, respectively). Hyundai Research Institute(2011) estimated 32.2 trillions of additional tourism effect, expecting as Pyeongchang rises as the emerging market of winter sports and tour, and additional demands of tourists, and consumption disbursement, inducement coefficient will be rising. To make this estimation realistic, we need to develop tourist attractions and promotion strategy. The limitation of this study is only to deal with the current state of the facilities of the targeted cities, not the finance scale put into the infrastructure such as traffic nor detailed utilization profit from the facility use. We will need to back up the difference of data used in domestic/foreign researches and rough investigation of the current purpose of the facilities with follow-up survey.
