Natural disasters are also occurring in increasing frequency: damaged due to heavy snowfall every winter; typhoon that sweeps everything away; flood damage due to heavy rain that doesn't seem to stop once it starts pouring; damage from tsunami in the wake of earthquake; human casualties due to collapse of buildings; agricultural damage due to famine; and other large-scale natural disasters caused by global warming phenomena. These large-scale disasters take away from us everything mankind has achieved over several decades to thousands of years. Damage caused by avian influenza is no less cruel. Also, early responses immediately after safety incidents have been pointed out as problems. Such problems occur as a result of lack of professional resources to deal with emergency response system and the absence of systematic rescue operation plan that quickly responds to incidents. However, what is most important is to be able to prevent such incidents in advance. For this, government must do its best to provide systematic emergency management system at national level and enhanced safety management for all buildings and structures.
