Elevating work platforms which are widely used in the construction and manufacturing industry are very convenient and safe, but safety incidents are increasing as their use is increasing. Effective safety measures need to be created to prevent future incidents. Twelve people die on average annually die from elevating work platform related accidents and among them elevating work truck incidents are more frequent. Elevating work platform truck incidents account for 68.4%, 50 cases out of 70 cases. The fatality rate is eight times higher than the Caesar type elevating work platform. This study analyzed structure, type and domestic and overseas relevant regulations of elevating work platform. It also analyzed usage and incident cases, through a questionnaire of elevating work platform operators. From those, we drew the following conclusions. The cause of the increasing safety incidents of elevating work platforms are combination of a regulatory, technical, educational problems. In order to prevent this, the following measures are needed. First, the following regulatory measures should be changed. The use of elevating work platform manufactured before July 1, 2009, which have no safety device attached, should be limited by law. They should be mandated to have a safety device installed. Elevating work platform should be included in the inspection under Industrial Safety Health Act to secure the safety of using elevating work platforms. For work done in the sea or wells, which are more dangerous to using elevating work platform, a mobile crane should be used to lift work platforms. A pre-inspection system should be implemented to prevent safety incidents caused in unstable circumstances. This kind of regulatory system should be implemented to help prevent the cause of incidents. Second, the following management measures should be changed. Safety management agencies need to establish a general information network to collect information such as domestic usage and manufactured year, monitor inspection history to see if elevating work platforms have modifications or defects. Elevating work platforms with many defects or older models should be monitored closely, or the government should purchase them from the company and discard them so that they can protect workers from risks. Third, the following technical measures should be changed. After advanced manufacture and safety standards research, our existing manufacturing technology should be revised and distributed to manufacturers. By developing and distributing safety devices in coordination with private sectors, the safety functions of elevating work platform will be maximized. Fourth, the following training and educational measures should be changed. Technical training should be given to design, and manufacturing engineers so they can make safe elevating work platforms. Basic safety training should be provided to rental/repair technicians so they can provide safe elevated work platforms to end users. Also the safety awareness of all users should be increased through sharing incident cases and proper operation methods education. For this to be possible, safety related institutes or organizations should make training courses. Elevating work platform incidents will only be prevented when the above measures have been systemically implemented. Other than the four safety measures stated above operator qualification checks, regulations for fundamental elevating work platform safety, technical research using analysis of near-misses of elevating work platforms are needed to make countermeasures to prevent further elevating work platform incidents.
