By measuring the agents' cognitive differences on various factors in determining the digital transfer system, this study aims to figure out critical factors. To measure the agents' cognitive difference about determining factors of the transmission system, Chaffee and McLeod's Co-orientation Model was used. Co-orientation was judged by measuring agreement, congruence, and accuracy of broadcasters' cognition regarding digital radio broadcasting. The decisive factors which has co-orientation are regarded as agreed factors whereas the decision factors which has no co-orientation are labeled as disagreed ones. In addition, disagreed factors are reclassified into positive agreement and negative agreement, and then the final disagreed factors as considered as key issues of digital transmission. Survey was conducted in order to investigate cognitive difference between broadcasters for digital transition of radio. Technology policy-planners, broadcasting engineers, and producers participated in the survey. By 40 people from each broadcaster, a total of 120 people answered the questionnaire in person or by e-mail. Research question 1 examined the reasons and needs for transition of digital FM radio among KBS, MBC, SBS. The broadcasters showed a difference of cognition as follows: First, MBC and KBS didn't agree with each other at the same level there was no co-orientation between them. They both showed passive attitude for the need of digital transition. To sum up, broadcasters agreed in a extent in switching digital radio, but they didn't agree with the reasons for transition.
