The purpose of this study is to find out more proficient and pragmatic ways to activate civil defense system. In this study it is introduced the concept and the function of civil defense system. Moreover, the study is about the problems and the proper means to vitalize various kinds of this system. The object of this study is reality of civil defense system run by current civil defense law and the range of it is from the fundamental civil defense law in 1975 to the current system. There are several problems in the present civil defense system of South Korea. The most serious problems are widespread safety frigidity and indifference to wars. Since being passed 60years from the Korean War Armistice Agreement people think civil defense system is useless. In this study, five ways are presented to vitalize civil defense system. The first is activation the Civil Defense Corps system by making certain that people should protect themselves through the civil defense system whether peacetime or wartime. The second is establishing the Office of Civil Defense System. In current system, the National Emergency Management Agency is in charge of the business of the civil defense. However, both the central and local governments should set up the complete charge department of the business of civil defense. The third is to extend the range of civil defense corps from under 40 years of age to under 50 to fortify the activity of life Civil Defense Corps and integrate the volunteer fire department, the local voluntary disaster prevention organizations and the civil defense corps, considering their overlap role. The fourth is reinforcing education system of civil defense by providing online education, expanding prescribed educating hours, improving the contents, and raising the penalty for noncompliance. The last is securing the budget for the Civil Defense Corps and publicizing the civil defense. For this, raising fund, establishing the special accounts and conducting the publicity strategies are needed. For the development of the Korean civil defense system, as stated above, those are needed imprinting the importance and necessity of civil defense system on the citizens' mind, and restructuring the of the system.
