In current recycling businesses that are being conducted, problems due to the confusion and unfamiliarity of the resident participation processes and the use of non-validated process methods that were used in other regions have caused the businesses to stray from their original objectives and turn into superficial businesses or performance oriented businesses and businesses that lack organization. From the realization of these problems, this research thesis, under the judgement that there is a need for a systematic proposal on the complete summary of the ‘resident participatory residential recycling business’ and especially its processes, compares many different cases where such businesses are being conducted in Korea in various situations and also makes a comparison with similar business cases in Japan, and this research thesis suggests the best practice business processes along with the processes and methods of ‘resident participatory residential recycling business’ to achieve this. Through the comprehensive analysis results of both previous and current business cases in Korean and Japan, differences were found in performance oriented processes and resident participation oriented processes, and it was found that the methods and utilized tools for gathering the residents opinions differed as well. An integrated process which integrated and improved each process’ strengths and weaknesses and its participation methods and protocols were suggested. The integrated process suggested in this study suggests the progressive execution of the organizing and community planning by the resident participant within the same process step, and by comparing the result oriented and business execution oriented previous processes with the processes of Japan, the resident participatory methods and activities were organized so that situation and condition specific opinion gathering methods by region was possible. Also the limited resident participation methods and activities that the previous processes had were integrated with Japanese processes to suggest protocols and methods that fostered programs for agreement formation and various resident opinion gathering. Many positive effects can be expected a result of summarizing and unifying the resident participation methods and systematic actions for each step using the ‘Resident participatory residential recycling business integrated process’.
