The following study utilizes the 2013 8th Korean Welfare Panel Research data, to analyze the influencing factors and the inequality that can result on the near poor from the difference of the influence depending on whether or not healthcare is provided to ordinary families, the near poor, and those who receive healthcare. The following is the main goal and results of the study. First, analyze the influence of income level and healthcare on chronic and severe diseases. When comparing ordinary families, near poor, and those who received healthcare, it was seen that unmet healthcare needs were unlikely to appear in ordinary families, while the near poor showed high possibility of unmet healthcare needs indicating that the influencing factor of unmet healthcare needs rated near poor > those receiving medical aid > ordinary families. Second, analyze the influence that income level and healthcare have on severe and chronic diseases. When comparing the influence of catastrophic health expenditure on ordinary families, families with healthcare aid, and the near poor, it was found that the near poor with no health aid to have more occurrence of catastrophic health expenditure. Thus, the influencing factor regarding catastrophic health expenditure has been found to rate: near poor> families with health aid > ordinary families. Through the study results it can be seen that the treatment of severe and chronic diseases causes financial burden that can cause medical care inadequate, which especially in the low income sector when the financial burden is expanded medical needs are unsatisfied thus leading to disparity in medical service which can become another medical disparity issue.
