본 연구는 ‘고난의 행군’ 시기의 식량난에 대한 북한사회의 대응으로써 대용식품의 개발과 활용에 관한 고찰이다. 식량난을 타개하기 위하여 중앙당국이 실시한 제도와 정책들을 살펴보는 한편, 주민들이 자구책으로써 활용한 대용식품을 분석하였다. 이를 위하여 북한 문헌을 통해 당국의 입장을 보고자 하였으며, 탈북민의 증언 기록과 인터뷰를 활용하여 주민들의 실생활 면면을 주목하였다.

This study explores the development and utilization of imitation food as alternative food during the food shortage in the Democratic People of Republic of Korea. This paper analyses the systems and policies implemented by the central authorities, and also looks at the coping method of North Korea’s citizens in order to overcome the food crisis. The two research methods are adapted for the analysis: first is the literature review to understand the perspectives of the North Korean authorities. The other is the method of interviewing North Korean defectors to gather firsthand accounts.
The North Korea government put forth various ways to tackle food shortage; the policy of food production increase in the fields of potato, agriculture and livestock, fish farming and processed food; promotion of food-related legislation; tolerance of private owned food outputs and livestock; market development; development of alternative foods and recipes; and propaganda and information distribution. However, such coping strategies were limited in capacity to solve the imminent shortage. The citizens who could not receive government supplements pursued ways to survive with self - help efforts. For instance, they tried to cultivate spare territory in hillsides and mountainsides; household animal husbandry; food for sale; picking wild food, etc. Such were the measures used by the citizens to survive the food shortage. Insufficient nutrients of the imitation foods and their intake has resulted in various diseases and side effects; the ambiguous boundaries between stocks and erosion led to the collapse of the dietary structure. Nevertheless, the North Korean food shortage brought breakthroughs such as continued development of imitation foods; which in turn contributed to the expansion of the food sector. Furthermore, sale of privately owned foods became partially accepted and further provided an opportunity to promote privatization and marketization in the closed socialist system.
As a result, the study found that the North Korea people responded in their own capacity during extremely severe food shortage in so called Arduous March in 1995-2000. In particular, North Koreans actively attempted to overcome the crisis despite the incapability of the government policies. It is noted that the North Korea Citizens, who used to rely on government directions under the socialist system, individually explored new life patterns.
