However, such urban development process is not connected to the existing urban planning due to the single function-centered development for housing supply. In the internal aspect, this development is lacking in self-sufficiency, while in the external aspect, this development causes imbalance in the urban growth, having a serious effect on the surrounding space. Regarding the target city of this study, Jinju-si, since 1950s, land readjustment projects, land and urban development projects, the transference of public institutions and facilities and the construction of innovative city have been implemented on an ongoing basis. In particular, with the progress of large development projects around the outskirts of cities such as Pyeonggeo, Shinan, and Gaza districts, doughnut phenomenon has appeared along with the urban spatial expansion. In addition, old urban infrastructure, and problems such as physical decline, ageing, economic decline, and the transference of public institutions have been aggravating the land value decline in the residential and commercial areas. In this context, this study attempted to analyze the decline of the old downtown, caused by the doughnut phenomenon in Jinju-si and the creation of new streets around the outskirts of the city. Furthermore, it intends to suggest the basis direction of long-term urban space structure policies in Jinju-si by examining three things: 1) urban growth, and the change of population, housing plot, land value, 2) change in urban spatial structure through the space syntax, 3) need for a wide range of regeneration policies for the balanced development between old and new downtown. As to the study method, a time series analysis on population, land distribution, and fluctuation in land value was conducted in the first place and the urban spatial structure of Jinju-si was analyzed through the Depthmap program by dividing time into 5 stages; Japanese occupation, the 1960s, the 1980s, the 2000s, and 2012 (present). Next, to suggest the solution to urban sprawl and doughnut phenomenon, questionnaire surveys on the need for urban regeneration and various alternatives were conducted among public officers who are engaged in enforcing policies in City Hall and those who majored in urban planning. It conducted the correlation analysis and multiple regression analysis through the statistical program, SPSS Win 18.0. The study results show that decline in economic sector was the most severe in all sectors of Jinju-si, and employment decline and aging appeared to have the greatest effect on the overall decline. In addition, the conservation and expansion of historical and cultural facilities, and the utilization of empty shops and the support for the new shops were highly correlated to the need for the urban regeneration projects. It was also found that the expansion of financial support such as the government subsidiary, the participation of experts would be the most important factors of the regional revitalization plans. Consequently, in the case of Jinju-si, the policy that secures the residents population in the circle of downtown is required to ensure urban competitiveness through the urban regeneration programs. In this regard, it is important to create a wide variety of residential demands, renovate old and deteriorated houses, and organize residential amenities. Secondly, a variety of programs for organizing the inner-city environment are required through conserving and expanding historical and cultural assets and taking advantage of the Rodeo Street and the South River waterfront space. Besides, the safe and comfortable pedestrian space should be secured and the former Jinju station and bus terminal can be the complements to the insufficient downtown functions. Thirdly, development plans should be focused on connecting the functions of the newly-created towns including innovative cities, which are currently being built, to the functions of old downtown. In the event of developing new towns on the outskirts of the city, it should be kept pace with the progress of urban growth in accordance with development-inducing effects. Finally, with the participation of a wide range of interested parties, public-private mutual cooperation should be pursued through urban regeneration on an ongoing basis rather than one-time and uniformly full-scale redevelopment.
