UFVI의 값이 클수록 도시홍수에 취약한 지역이므로 봉천천 유역이 기상적, 지형적, 사회적 그리고 시설적요인 등을 종합적으로 고려했을 때 상대적으로 가장 도시홍수에 취약한 지역이라는 것을 판단할 수 있었다. 또한, 산정된 도시홍수 취약성 평가 지수 및 세부지표들을 검증하기 위해 과거 실제 침수피해사례 및 강우-유출모형(XPSWMM)의 유출 범람 해석 결과와의 상관성 검증을 실시하였다. 검증 결과, 비교적 높은 양의 상관계수를 나타내며 정적인 상관관계를 나타냄에 따라 취약성 평가 지수의 신뢰성이 검증됨을 확인할 수 있었다. 기후변화에 따른 미래강우의 예측을 통한 연구대상유역의 도시홍수 취약성 평가를 실시하기 위해 비정상성 빈도해석을 통한 미래확률강우량을 기후노출의 대리변수로 선정하고 취약성 평가 지수를 산정하였다. 산정 결과, 현재 취약성 지수 평가 결과에서 기후노출 지표가 가장 높은 값을 나타낸 문래, 당산, 영등포 배수분구의 UFVI(2030)가 0.118로 가장 높아 미래 도시홍수에 취약한 지역임을 확인할 수 있었다. 따라서, 현재의 인문, 사회, 경제 등을 고려한 상황에서 평년과 같은 강우현상이 발생했을 경우와 기후변화에 따른 미래 강우현상이 발생했을 경우 취약성 평가 결과가 달라질 수 있으므로, 이를 저감하기 위한 적응능력 지표의 조정이 필요하다는 것을 확인할 수 있었다. 마지막으로 지표별 요인의 대리변수에 따른 도시홍수방어 대책 방안을 구조적·비구조적으로 분류하고 제시하여, 취약성 평가에 따라 도시홍수에 취약한 지역에 대한 적용을 제안하였다. 본 연구는 향후 도시홍수피해의 잠재적 위험성이 높을 것으로 판단되는 지역에 대한 취약성 평가 활용방안 및 도시홍수방어 대책 방안을 제시함으로써 한정된 자원으로 유역의 특성 및 중요도에 따른 치수사업의 우선순위를 결정하여 도시홍수로 인한 인명 및 재산의 피해 최소화에 기여할 수 있을 것으로 판단된다.

The measures to prepare for urban flooding are crucial, as urban flooding causes an enormous amount of damage to both property and human lives. However, due to the focus on recovery after damage rather than prevention, the measures not only fail to incorporate the characteristics of regional flood damage of the area where urban flooding occurs, but also make it difficult to identify which areas have a relatively high risk of urban flood damage. Thus, this study aims to identify the characteristics of urban flooding and present a vulnerability utilization measure for frequently flooded areas which can be utilized for flood control policy and project planning appropriate for area-specific vulnerabilities. Three indicators of climate exposure, sensitivity, and adaptation capacity were defined by applying the concept of urban flood vulnerability to the IPCC vulnerability concept model, and proxy variables for each indicator were selected based on case studies and a literature review on the types and causes of recent urban flooding. As proxy variables of climate exposure indicators, annual maximum precipitation by rainfall durations and day maximum precipitation were selected; as proxy variables of sensitivity indicators, lowland area, impervious area, sewage with insufficient discharge capacity, insufficient freeboard of levee, area average slope, population density, and asset density were selected; and as proxy variables of adaptation capacity indicators, capacity of pump station and rainwater storage, length of sewer, number of civil servants per capita, number of government offices and schools, and financial independence were selected. Dorimcheon area, as the study target area, was classified using a drainage basin assessment unit that reflects runoff characteristics, and an indicator-specific data establishment of the unit was performed based on the modeling and statistical data analysis. In order to assess urban flood vulnerability of the Dorimcheon area as a frequently flooded area in Seoul, the normalization of the established indicators, code setting, and indicator-specific calculation method were established. According to the results of the estimation of the Urban Flood Vulnerability Assessment index (UFVI) using the methods, Sindaebang, Bongcheon 1, Bongcheon 2, and Bongcheon 3 drainage basins in the Bongcheoncheon basin were found to have a high UFVI at 0.098, while Dorim 1 drainage basins were found to have a lower UFVI at –0.090. As higher UFVI values indicate the areas vulnerable to urban flooding, the Bongcheoncheon basin was suggested to be the area most vulnerable to urban flooding, comprehensively considering various factors including meteorological, topographical, social, and facility factors. In addition, a correlation analysis between past cases of actual flood damage and analysis results of runoff inundation of a precipitation-runoff model (XPSWMM) was performed to validate the estimated urban flood vulnerability assessment index and specific indicators. Validation results showed a positive correlation with a relatively high positive correlation coefficient, indicating that the reliability of the vulnerability assessment index was validated. In order to perform an urban flood vulnerability assessment of the study target area using the prediction of future precipitation based on climate change, a vulnerability assessment index was estimated by selecting future probability precipitation based on non-stationary frequency analysis. The results of the estimation showed that the UFVI(2030) of Munrae, Dangsan, and Yeongdeungpo drainage basins of which climate exposure indicators were highest in the current vulnerability index assessment results was highest at 0.118, suggesting it as the area vulnerable to future urban flooding. Therefore, it was found that the vulnerability assessment results may differ between precipitation at the same level as normal years and future precipitation as a result of climate change with consideration for current social and economic conditions, and, therefore, it is necessary to adjust adaptation capacity indicators to reduce the difference. Finally, urban flooding prevention measures based on proxy variables of indicator-specific factors were classified into structural and non-structural measures and presented, and proposed its application for the area vulnerable to urban flooding based on a vulnerability assessment. This study is expected to contribute to the minimization of damage to human lives and property from urban flooding, as it prioritized the flood control projects according to the characteristics and importance with limited resources by proposing a vulnerability assessment utilization measure and urban flooding prevention measure for the area suggested to have high potential risk of urban flooding damage in the future.
