GIS를 활용하여 안양천의 소유자별 현황을 추출하고 하천중심선, 하천구역선, 블록별 행정구역 경계를 기준으로 필지별 내역을 통해 면적증감 등 변화추이를 분석하였다. 분석결과 교량 등을 기준으로 블록별 행정구역 경계를 조정하는 방법이 행정구역간 공백, 이격, 중복에 따른 문제점을 자동으로 해결 하여 줄 뿐만 아니라 하천에 설치된 주요 시설물 찾기, 주민안전사고 등 긴급재난에 실시간 대응이 가능하여 최적의 합리적인 조정방안이라는 결과를 도출했다. 또한, 중랑천, 탄천, 불광천 등 하천을 기준으로 행정구역 경계를 접하고 있는 지역에 대하여 본 연구결과를 활용하게 된다면 보다 합리적인 행정구역 경계조정이 가능할 것이며, 행정구역 경계의 불합리로 발생하는 각종 민원들에 대하여 원스톱으로 해결 될 수 있을 것이다. 무선 및 이동통신 기술 발전과 스마트기기가 보편화 되어 있는 오늘날 하천에 대한 경계가 실제현황에 맞게 합리적으로 조정되어진 명확한 행정경계의 제공은 국가공간정보의 기초를 세우고 다양한 공간정보를 제공할 수 있을 것이다.

The cadastre program, which is the basis of the spatial information of the county, is founded on the land and woodland surveying project which was executed a century ago. The early cadastre program mainly focused on the management of the title of the lands. However, after countless development projects which urbanized and modernized the lands, the catastro system is now being used for various systems and administrative works related to lands. Also, the system is used as the basic data for the national spatial information. For this reason, programs to re-survey the land lots and other projects for converting to international surveying systems for areas in which the cadastre and the actual status do not match have been going on, as land lots, which are used as the basis of the spatial information, are required to be precise. However, not much attention has been pain in updating the administrative borders on rivers or water streams that are based on the land surveying program during Japanese Occupation. The many river areas were taken as the borders between administrative provinces, districts, and cities during the land survey program. However, while the courses and shapes of the rivers and streams have been changes, in some cases straightened and in others permanently changed with embankments, etc. the old land zoning maps from the previous century is still being used. It is believed that, since the most of the rivers and water streams are state-owned, not much attention was paid to updating their cadastre maps. Also, as the use of the installation on the river areas is increasing, potentials of complaints raised by the citizens due to the discrepancies between reality and the old cadastre maps are mounting. The purpose of this study is to suggest a means to rationally adjust the administrative borders on rivers and water streams based on the old land-lotting maps created by the land –surveying program during Japanese Occupation. For the sake of efficiency in this study, I selected Anyang-cheon, which serves as the administrative border between the districts of Yangcheon-gu and Yeoungdeungpo-gu of Seoul. First, the administrative border of Yangcheon-gu and Yeoungdeungpo-gu ware joined together based on the survey results. The resulting borders were then analyzed for voids, gaps, and errors. Using GIS, the status of ownership for each land lots along the stream was identified, and the trend of increase and decrease in area for each lot was analyzed using the center line of the stream, the sectional borders of the stream, and the administrative borders for each block. The result showed that using bridges as the milestones for adjusting the administrative borders would be the most rational, as it would automatically resolve the problems of voids, gaps, and overlapping, while it would be easier to identify important installations and allow real-time responses to accidents and disasters, making it the most reasonable approach. Also, if the result of this study is utilized in other areas, such as Joongrang-cheon, Tan-cheon, and Bulgwang-cheon, which are also rivers being used as administrative borders, it would contribute to rationalizing the borders and serve as a solution to settle all complaints from the residents due to the irrational administrative borders. Today, with the progress in wireless and mobile devices and popularity of smart devices, providing clear and reasonable administrative borders which well reflect the reality would serve as the foundation of the national spatial information and provide various spatial information for our use.
