Fine art, which has been considered as an object of appreciation, is emerging in different ways according to societal changes, and the spectators, who have appreciated the products laterally shown by artwork, are now interacting with the artworks and sometimes they even turn into the main agents of manufacturing works. Fine art as an area of art that reflects the era and culture is a medium that allows for the transmission of a human's thoughts and feelings by way of visual expression and it cultivates rich emotion, evoking artistic and creative inspiration. When people are asked what role fine art can play in our daily life, in general, the first answer is likely its "esthetic and decorative role". However, in modern society, in which diversity exists, the role of fine art has been widened and it is connected to fine art education focused on understanding and communication. In this society of speedy change, sometimes the offering of a visual environment can cause confusion or antipathy regarding fine art, therefore, fine art education should be responsible for playing a role in fostering visual discernment that helps others adapt to a new environment quickly. Consequently, fine art education in accordance with the stream of times can allow students to discover the esthetic value from daily life and to raise vision to appreciate artworks through various esthetic experiences, this way, it will arouse interest in fine art in everyday life and finally, it can provide opportunities to improve the quality of life and induce positive change. This study, centered on public art, aims to define the role of public art as a medium of esthetic communication and to search for directionality of fine art education, through certain precedents. Furthermore, this study attempts to search for directionality that allows for the realization of education desired by fine art education, not only through the appreciation of artworks in a limited place, but also through direct experience with real artworks. In addition, this study also suggests a teaching-learning guide on esthetic experience using public art based on central activities of perception and communication during the middle school curriculum. Focusing on the realm of experience pertaining to the modified curriculum plan of 2009, a major directionality has been established based on the research regarding harmony between environment and object, including the relation between the environment and oneself. The teaching guide is constituted with the content that helps one to understand oneself through public art in the relationship with one’s surrounding environment and this way, one becomes interested in one's surrounding environment. It will motivate one to have a wider horizon to comprehend the relation between oneself and one's neighbor, and further, one’s community. In Chapter I, the introductory part of this study, I have inquired about the necessity, purpose, content and methodology of the present research. In Chapter II, as a theoretical background of public art, I have described the concept of public art, historical background, types and precedents of success and failure. In Chapter III, we will focus on the general flow of the modified curriculum plan of 2009 and we will analyze the consequent content of fine art, curriculum content and realm of experience of middle school stage. Moreover, we will see the definition of the educative meaning of fine art education and will discuss the educative value of public art. In the Chapter IV, the teaching guide will establish directionality through the connection between fine art education and public art and we will inquire about different cases of public art utilization. In addition, we will reach a conclusion by suggesting a teaching plan focused on middle school students. Now fine art should not be defined merely as an appreciation work but its meaning should be expanded to the scope of understanding and communication. A proper fine art education should be provided so as to communicate in our daily lives and to understand our society. Furthermore, the appreciator should be prepared enough to understand, not only the artwork accompanied by professional knowledge, but also one's social role. This way, by exchanging with other members of society, one should see the society from a new perspective. This type of perspective can be obtained through fine art education in a natural way, and I expect that students will be able to give full play to their imagination and creativity through fine art education.
