남북 분단이후 61년이 지난 지금 한국은 북한이탈주민 3만 명 시대를 앞두고 있다. 북한이탈주민들의 지속적인 증가 현상은 이들이 남한사회의 의미 있는 한 계층으로 자리 잡아가고 있다는 사실을 반영해주며, 북한이탈주민들이 사회의 한 구성원으로 정착하여 건강하고 조화로운 삶을 살아가는데 필요한 조건들이 무엇인지에 관한 사회적 관심이 높아지고 있다.
그러나 이들은 남한사회에서의 사회적 배제로 인해 소외계층으로 전락해가고 있으며, 범죄, 폭력 등의 반사회적 행동들로 사회적 문제가 되고 있다.
본 논문에서는 북한이탈주민들의 사회적 배제 극복을 위한 종교교육의 방향을 제안한다. 종교적 관점에서 타자를 수용하고 환대하며 그들의 고통까지 책임을 져야 한다고 강조하는 레비나스의 타자철학과 삼위일체의 하나님이 서로를 내어주시는 것처럼 타자를 포용하고 용서하고 나누는 실천적 삶으로 공동체 회복을 지향하는 볼프의 이론을 통해 북한이탈주민들이 경험하는 사회적 배제 극복을 위한 종교교육의 방향을 찾을 수 있었다.
북한이탈주민들의 사회적 배제 극복을 위한 종교교육의 방향은 다양성과 다름을 인정하고 하나 됨의 포용적 공동체, 타인을 향해 열려있는 공동체, 타자를 위한 공간이 있는 공동체로 공동체를 회복하는 교육이 되어야 한다는 것이다. 또한 삶속에서 타자를 위한 봉사와 섬김으로 책임을 다하는 교육, 타자와 관계 맺음으로 만남과 소통을 통한 실천이 있는 교육이 되어야 함을 제안하였다.
이러한 삼위일체 하나님의 내어줌으로 타자인 북한이탈주민들과의 하나 됨의 공동체로 포용하고 책임을 지고자 하는 마음을 갖는다면 우리 사회의 여러 가지 어려운 문제들을 해결하기 위해 한 걸음 나아가는 것이 될 것이며, 평화를 이루어 함께 통일을 준비해 나가는 협력자의 관계로 발전시켜 더불어 살아가는데 종교교육 안에서의 실천적 대안이 될 것을 기대해 본다.

Today 61 years after from the division of Korea, Korea is about to face an era that the number of North Korean defectors becomes 30,000. The increasing North Korean defectors means that they are taking a significant group in South Korea society, and social interest is getting higher about what are elements that the North Korean defectors need for living as a society member.
However, they fall into the underprivileged because of social exclusion in South Korea society, and their antisocial behaviors such as crime and violence bring social issues.
This study suggests a religious education direction to overcome social exclusion of the North Korean defectors. As Levinas’s Philosophy of Otherness which emphasizes to embrace the others, receive them hospitably, and take responsibility for the others with a religious aspect and Trinity of God let themselves out for each other, this study could find a religious education direction to overcome social exclusion North Korea defectors have experienced by utilizing Volf’s Embracing theory which is oriented for community recovery based on practical life of embracing, forgiving, and sharing the others.
The direction of religious education to overcome social exclusion of North Korean defectors is to recover a community that becomes inclusive community and open community for others and has room for others and diversity and difference are acknowledged. Also, this study suggests that the educations should be a responsible education with service and serving in life and a practical education with meet and communication by making relationship with the others.
