The frequency and scale of natural disaster has been significantly increased due to climate change, causing a serious threat to the safety and resiliency of cities. Especially, it is generally known that the poor population tends to be more vulnerable to the negative impacts of flooding; however, there is a serious lack of literature that explores the relationship between them. Thus, this study aims to assess the correlation between flood vulnerability and the settlement of the poor and test the hypothesis of environmental justice in the case of Korea. In addition, characteristics of flood vulnerability and environmental justice between urban and rural areas have been compared. Against this backdrop, Flood Vulnerability Index(FVI) have been calculated for the study area, which consists of Exposure Index(EI), Physical Vulnerability Index (PVI) and Social Resilience Index (SRI). The result indicates that there are discrepancies in the characteristics of flood vulnerability as well as environmental justice between urban and rural area. First, while the risk of the environmental exposure is relatively higher in urban area, its physical and social resilience is better than rural area, which makes the flood vulnerability of urban area lower in general. Second, the urban poor has a higher possibility in living in the flood prone area than the rural poor given the result from the correlation analysis between vulnerability index and the ratio of the poor population. Thirdly, while the level of the correlation between the vulnerability index and the poor population is lower in rural area, the vulnerability is unequally distributed across the areas, with higher Gini’s coefficients. To conclude, the results from the study support the absence of environmental justice, calling for special attention to the poor residence in order to enhance the resilience of the country towards flooding.
