Due to an increase in demand in the international railway markets as well as the limitations of the railway market infrastructure market in Korea, the need to push into overseas railway markets is coming to the forefront as a solution for the vitalization of Korea's domestic railway industry. However, since Korea’s standards system does not conform to international standards, Korean railway enterprises are at a disadvantage in the competition for overseas contracts. At present, the European standards are widely used as a international standard, but there is a difference between the Korean standards for trackbed and track in the area of infrastructure and the standards required in the overseas markets, not to mention some of the standards for rolling stock, control-command & signalling and traction power which are applied to Korea, with the adoption of the French rolling stock TGV. As such, in determining the technical compatibility between the European and the Korean standards in the area of infrastructure, the differences between them emerged by comparing the highest-level European standard, TSI(Technical Specifications for Interoperability) with the Korean standards for trackbed and track. Based on 2002, TSI was categorized into HS(High Speed Rail system) and CR(Conventional Rail system), and HS and CR were integrated in January, 2015. This research was performed using the integrated TSIs. First of all, Chapter 3 describes TSI, EN(European Norm) and UIC Leaflets(Specification developed by the International Union of Railways), which are the major components of the railway standards system, in order to help the reader understand the European standards system, which differs from the Korean standards. Next, the European and Korean cases, which are the major issues of this paper, have been compared and analyzed, and the comparison and analysis were carried out using the comparison analysis table classified in the form of table per item and the comparison classification code, as described in Chapter 4. The comparison analysis table consisted of the reference item and contents, based on the highest-level European standard, TSI and the Korean case, which was performed based on the Railway Design Standards(Part. Trackbed) as a control group. The comparison classification code is grouped into A(items are included in the Korean standards, and the contents are the same or approx. 70% or more are similar), B(items are included in the Korean standards, and approx. 30%~70% of the contents are similar), C(items are included in the Korean standards, approx. 30% of the contents are similar, or there are no Korean standards) in order of priority according to the existence of a reference item and the similarity level of contents, and the codes were presented in the comparison analysis table and analysis result. Chapter 4.4 deals with the results of the comparison analysis that emerged through this process. The result referring to the comparison classification code showed that A is 3, B is 5 and C is 13 among 21 items in total, and 18 items are classified as B and C, which accounts for about 86% of the total, showing that there is a difference between the European and the Korean standards. In addition, as the items of C account for approx. 62% of the total, there was a significant difference in quite a large number of standards. To ensure that the Korean railway can extend its business smoothly and easily into overseas markets in the future, technical synchronization with the European standards, which are fixed as an international standard, is essential.
