At the end of May, 2013, newly established cooperatives accounted for 97.7%, which indicates that many cooperatives have been established without thorough preparations like the case of start-ups and implies that the closure rate of cooperatives can rise in the future.
The study covered the definitions of small business and cooperative, the basic theories of cooperatives, and the procedure and content of government supports based on the cooperative activation project sponsored by the Small Enterprise and Market Service in 2013. It also examined the difficulties with the establishment and operation of cooperatives and their growth strategies based on two cases of small business cooperatives supported by the government and proposed alternatives for the future development directions. Those research efforts led to the following measures to vitalize the small business cooperatives: first, the perceptions should be improved through cooperatives education. Second, the competitive edge should be secured by establishing a network among the cooperatives. Third, the stable settlement of cooperatives should be promoted through professional consultations from the stage before establishment to the operation stage. Fourth, both the central and local governments should provide consistent supports till the cooperatives will take an axis of economy. Finally, they need to obtain their competitive edges through business model development.
Given those conclusions, it is apparent that one of the preconditions of vitalized small business cooperatives is the autonomous and voluntary participation of their members. The interviews with the cooperatives that received supports for their small business cooperative activation projects indicate that the government supports had decisive effects on the establishment of a cooperative. This case study on cooperatives will hopefully propose developmental directions and contribute to the vitalization of future small business cooperatives.
