In accordance with the act, building owners who apply for construction license and approval are obligated to submit energy saving plan to score 65 or higher EPI (Energy Performance Index) when the new construction is sized 500㎡or more, and to score 74 or more when the new construction is a public building. Before September 2013, no energy saving regulation was in place over small communal residential buildings at the design and construction phases. As a result, currently there is no standard design guide, causing confusion for construction design office or eco-friendly construction office when drafting the construction section in the energy saving plan. The purpose of this study is to analyze construction section of energy saving plans for small-scale communal residential buildings; to derive standards for average heat transmission rate calculation; to identify problems and causes of constructing fault; and to recommend improvement measures. To this end, this study selected five small-sized communal residential buildings sized 500㎡or more. This study analyzed average heat transmission rates and constructing faults of ground part, roof part, and exterior walls of the five buildings at the design phase and at the construction phase. Identified problems and improvement measures are as follows: At the design phase, this study identified that the average heat transmission rate of ground and roof is calculated based on the floor size using design centerline. This calculation method results in unnecessarily inclusion of interior and exterior retaining walls and parts overlapping with roof slabs. Also, the average heat transmission rate of the exterior wall is calculated based on the floor size using design centerlines. As a result, the values of exterior wall’s size measured at the balcony and heat insulation on the exterior are considered as eccentricity because the two values are based on the different centerline from the one used to calculate the heat transmission rate. At the construction phase, at the roof, heat bridge occurs at overlapping parts of exterior walls and slabs; and roof slabs and interior retaining walls at the roof causes condensation. At window stills and retaining walls, lack of insulating exterior walls connected to the window still causes condensation. At the balcony, lack of balcony expansion of the households placed between other housing units causes energy loss and potential condensation because balcony expansion usually includes insulating on the ground and roof intended to prevent heat loss. The identified problems mentioned above can be fixed through the following measures: At the design phase, calculating ground and roof sizes based on the dimension lines of interior retaining walls; excluding overlapping parts of slabs and retaining walls at the interior wall from calculating size of the floor; calculating size of the exterior walls based on the centerlines of walls after all finishing works are completed. This study also recommended improvement measures for the identified problems at the construction phase: insulating roof slab and ground and attaching insulation materials to prevent condensation and to improve heat insulation of interior retaining walls for the overlapping part of roof slab and interior retaining walls; covering exterior walls connected to window stills with insulation materials and attaching insulation materials to overlapping parts of exterior walls and interior walls to prevent condensation; insulating balcony slab ceiling and ground for houses which balconies have not been expanded to prevent requirements for energy saving designs and to minimize heat loss.
