IPCC(Intergovernmental Panel on Climate Change) 제5차 평가보고서(2014)에서는 지구평균온도 증가, 온난화와 산성화, 평균해수면 상승, 극한 강우현상 발생 등을 경고하고 있다.
이미 우리나라도 극한 기상 현상에 자유롭지 않으며, 태풍, 집중호우 등 강우 패턴의 변화로 인해 적지않은 피해를 야기시키고 있다. 국민안전처 재해연보(2014)에 의하면, 최근 10년간(2005~2014) 우리나라 자연재해는 연평균 인명피해 27명, 재산피해 6,944억원 규모로 막대한 피해를 일으키고 있으며, 기상이변, 한반도의 지진발생빈도 증가, 인구밀집화 등 자연·사회적 환경변화로 재해위험성은 점차 높아지고 있는 추세라고 한다. 뿐만 아니라, 국립기상연구소 연구에 의하면, 우리나라와 5개국(미국, 일본, 영국, 캐나다, 호주)의 총 8개 기후변화 시나리오를 이용하여 서태평양의 태풍발생 가능성과 우리나라 남서 해상의 태풍 잠재강도에 대한 미래 변화를 전망한 결과, 우리나라에 영향을 미칠 수 있는 서태평양의 태풍발생 가능성과 남서 해상의 태풍 잠재강도가 모두 증가하는 것으로 나타났다.
이처럼 기후변화로 인하여 자연재해 발생 양상은 지속적으로 변화하고 있으며 이와 비례하여 자연재해 리스크 관리의 중요성이 더욱 커지고 있다. 자연재해는 특성상 한번 발생하면 광범위하기 때문에 국가 차원의 위험관리는 물론 리스크를 업(業)으로 삼고 있는 보험사 역시 중요한 문제로 여기고 있다. 자연재해의 경우 리스크 평가를 경험적이거나 국지적으로 하기에는 리스크가 방대하고 거대하다. 과학적, 통계적 기반 위에서 리스크 평가가 이루어지고 이를 기반으로 리스크 관리가 이루어져야 한다. 특히, 허리케인 카트리나, 노스리지 지진 등 대규모 재해로 인해 큰 피해가 발생하면서 보험사들도 피해예측 모델인 캣모델(CATModel)에 대한 관심이 증대되고 있다.
캣모델은 거대재해 리스크평가 모델로서 미국에서 발전해 왔으며, 일본, 홍콩, 인도네시아, 필리핀, 태국 등 아시아 국가에서도 태풍이나 지진 등의 모델을 도입, 활용하고 있다. 그간 국내 보험사들은 자연재해 리스크평가 모델을 제대로 갖추지 못해 재보험 거래시 피동적이었으며, 자연재해 보험시장에서 자연재해 리스크 관리능력 미흡으로 소극적인 대처나 인수기피 경향마저 있었던 것도 사실이다. 하지만 국내 보험사들도 태풍 매미나 루사, 태국 홍수 등에 의해 큰 보험손실을 입으면서 캣모델에 관심을 기울이기 시작했으며, 정부 및 학계 등에서도 국가의 자연재해관리 체계를 고도화하기 위하여 캣모델의 활발한 연구와 국내 고유의 손실함수 개발에 힘쓰고 있다.
본고에서의 연구 대상 자연재난은 태풍이다. 태풍은 우리나라 자연재해 중 피해액으로 비교시 60%에 해당하는 가장 큰 피해를 일으키는 재난이다. 본연구에서 이용한 캣모델은 2007년 호주 R사에 의해 개발, 도입하여 사용하던 것으로, 캣모델 구조는 해저드 모듈, 목적물 모듈, 취약성 모듈, 손실 모듈 등 4개의 모듈을 중심으로 이루어졌다. 태풍 캣모델 분석에서 가장 중요한 것이 손실함수 적용이라 할 수 있는데, 유감스럽게도 지금까지 사용한 손실함수 산정방법은 모든 개별 리스크들이 최대예상손실(PML)을 입는다는 가정하에 개발된 함수로서 매우 보수적으로 접근하였으며, 그 결과 과대평가하고 있는 것으로 분석되었다. 그 이유는 태풍 모델의 손실함수에 풍속만을 매개변수로 사용하여 건물 타입별 취약도를 나타내는데 한계가 있었다. 따라서 이를 개선하기 위하여 새로운 손실함수에 의한 캣모델 개발의 필요성이 요구되었다. 금번 연구를 통하여 적용한 손실함수는 기존의 태풍 시뮬레이션 모델의 취약도 함수에 매개변수를 추가하여 모델을 업그레이드 하였다. 추가된 매개변수는 보험물건속성(TSI)으로 건물의 취약도를 나타내는 지표로 사용되었다. 손실함수는 기존에 고려하지 않았던 건물구조, 층수, 높이 등 건물 속성과 보험조건 등을 감안하여 연구하였으며, 손실함수 결과는 주거시설(Residential), 상업시설(Commerical), 산업시설(Industrial) 등 3가지 형태로 구분하여 산출하였다.
이런 과정을 거쳐 개발된 손실함수는 평균 1.15%로서 기존손실함수 평균 7.1%와는 6배 차이를 보이고 있음을 알 수 있었다. 그리고 금번 손실함수는 자연재해 캣모델 활용에서 우수성을 인정받고 있는 뮌헨리의 손실함수 1.6%와 비교해 봤을 때 상당히 근사치에 접근하고 있어 유의미한 결과라고 분석되었다. 뿐만 아니라, 개선된 손실함수를 이용하여 과거 큰 피해를 입혔던 태풍 루사, 매미, 볼라벤의 실제 손실액과 비교해본 결과 기존손실함수 결과치와 4~15배의 매우 큰 차이가 발생하는 것으로 나타난 반면, 실제 손실액과는 각각 –5%, +13%, +5% 정도 오차가 나는 것으로 파악되어 비교적 근사치에 가까운 것으로 판명되었다.
한편, 캣모델은 다방면에 활용이 가능한데, 정책분야 뿐만 아니라 보험분야에도 활용성이 넓다. 보험분야에는 손실함수에 의해 산출된 최대예상손실액을 기준하여 재보험, 보험요율 프라이싱, 누적위험관리 등 여러 방면에 활용이 가능하다. 특히 재보험 역조 해소에 도움이 될 수 있을 것으로 판단되는데, 예를 들면, 재현주기 500년 빈도의 최대풍속 40m/s를 기준으로 최대예상손실액 규모를 평가한 결과 기존에는 4500억원까지 산정되었으나 신규손실함수를 적용하면 약 2천억원 정도로 절반 정도밖에 이르지 않았다. 그러므로 이를 기준으로 재보험 출재를 하는 경우에는 기존의 135억원보다 31억원이 줄어든 104억원 정도면 출재가 가능하므로 그만큼 보유의 확대가 가능하고 이는 손익에도 직접적인 효과를 미친다고 볼 수 있다.
풍수해보험 등 정책성보험은 물론 각종 자연재해 관련보험에 캣모델을 활용하여 위험도 등급을 만들고 이를 요율산정에 활용할 수도 있다. 또한 시나리오에 기반한 최대예상손실 규모 등을 파악하여 포트폴리오 관리와 누적위험관리를 보다 기술적으로 할 수 있다. 특히 캣존별 리스크 누적량을 실시간으로 정확히 확인할 수 있기 때문에 마케팅은 물론 누적위험관리를 과학적으로 할 수 있다. 뿐만 아니라 앞으로는 거대한 자연재해 리스크를 보험분야에서만 소화하는 것이 아닌 외부의 자본시장에 연계하여 전가시킴으로서 보다 안정적인 리스크 경영체제를 유지할 수 있다. 물론 이 경우에도 자본의 유입을 위하여 각종 지표와 리스크 정도를 정확하게 파악하여 정보를 제공하여야 함을 전제로 하며, 이것의 근간은 캣모델, 즉 자연재해 예측모델을 통하여 이루어지는 것이다.
결론적으로 보험사에서는 태풍 리스크에 대하여 캣모델을 활용함으로써 누적위험관리, 재보험 역조 개선 등을 확인할 수 있으며, 이를 통하여 보다 안정적인 포트폴리오 운영이 가능할 것으로 판단된다. 캣모델을 통하여 다층 위험관리체제를 확립하여 보다 안정적인 경영리스크 관리 체제를 구축할 수 있으며, 보험을 이용하는 모든 대상들은 체계적인 리스크 전가로 역시 안정적인 지속가능 경영을 도모할 수 있으리라 판단된다.

Mankind has lived along with natural disasters for a long time. Natural disasters dominated human civilization and human races also had overcome natural disasters. Once upon a time, the Chinese emperor and supreme ruler, such as Pharaoh of Egypt considered providing accurate predictions and effective control about national disasters, one of the most important things. Natural disasters are closely with the climate change. Climate change linked to global warming induced by greenhouse gas, has now become one of the hottest global issue. The 5th Assessment Report (2014) of IPCC (Intergovernmental Panel on Climate Change) warns about increasing global average temperature, global warming and acidification, rising sea level, extreme rainfall and etc.
And Korea is not free from extreme weather phenomena, typhoons and torrential rains due to changes in rainfall patterns. According to the government disaster report(2014), in the last 10 years, 6,944 billion won and 27 average annual loss of life caused by natural disasters. And increasing are the risks trend due to natural or social environment change, from climate, earthquake, population concentration and etc. According to the National Meteorological Institute, using climate change scenarios about potential future changes outlook from Korea and 5 countries (U.S., Japan, Britain, Canada, Australia), derived a result of possibility of increase in Typhoon outbreak and intensity for the pacific.
Natural disaster patterns due to climate change are constantly changing, so are increasing the importance of natural disaster risk management. One of the characteristics of natural disasters is extensive, so the risk management on the national level is required, and insurance company with also consider this important thing. There is strong need for scientific and statistical base on risk assessment and also risk management should be made on such scientific base. In particular, Insurers concerns about Cat-model increased after large-scale natural disasters such as hurricane Katrina, earthquake Northridge and etc.
Cat-model has evolved in the United States as disaster risk assessment too and models of hurricane and earthquake have also been used in such asian countries as Japan, Hong Kong, Indonesia, Philippines, Thailand and etc. In fact, in reinsurance market, the domestic insurers were unable to properly deal with reinsurance business invloving natural disasters. However, domestic insurers have large insurance losses by typhoon Rusa and Maemi, Thailand flood and began to pay attention to Cat-model, and the government and academic sectors try to perform research on Cat-model and develop locally optimized damage functions for advancing national natural disaster management system.
Research topic natural disaster in this study is a typhoon. In Korea, the typhoon is a loss driver comprising of roughly 60 percent of natural disasters, causing a catastrophe. The Cat-model of this research has been developed by R-company of Australian in 2007 and the model consists of 4 modules, hazard module, inventory module, vulnerability module, loss module. In the typhoon Cat-model analysis, the most important thing is loss function but so far loss estimation method assumed that all the individual risks added up to PML(Probable maximum Loss) while this was a very conservative approach leading to a overestimated result. The reason was that the model used only one parameter to represent the vulnerability by building type in a limited way. Accordingly, in order to improve this the necessity of developing a new loss function by Cat-model with a loss function was required. In this study a new function parameter wad added to the vulnerability function and the existing model was upgraded. The parameter added as an indicator shows the vulnerability of buildings, TSI(Total Sum Insured). New Loss function include an existing building information for example, structure, floors, height including properties, which had not taken into account previously. The outcome of loss function is calculated and represented as three types, residential, industrial, commercial.
Loss function developed through such procedures had an average 1.15%, from the existing average 7.1% loss of function, showing six times difference. The loss function produced a proximate result compared with Munich-Re loss function of 1.6% to have a meaningful analysis. The improved Loss function compared with actual typhoon losses, of Rusa, Maemi, Bolaven producing results of 4~16 times differences and differences occured in comparison with real losses, respectively -5%, +13%, +5% error ranges, relatively proved to be closer to approximate values.
Meanwhile, Cat-model has a further potential to multiple applications and can be used in the field of policy area, as well as insurance area. In the field of insurance, Cat-model can be used in reinsurance pricing, cumulative risk management based on PML calculations. Especially in reinsurance area, Cat-model can be helpful. For example, 500 years of return period, wind speed 40m/s, PML is assessed to 450 billion won but new method showed around 200 billion won. Thus, based on the result, reinsurance cost is reduced from 13.5 billion to 10.4 billion won and this would enable increase of retention and have a direct effect on profit-loss.
Cat-model can be used to risk assessment, pricing process, maximum cumulative loss protection, portfolio risk management and etc. regarding storm and flood insurance schemes. Especially, portfolio and accumulative risk management can be performed in a more efficient and accurate way with PML calculations based on scenarios. As well as in the future massive natural disaster risks can be transferred to external capital market in a more sustainable way. Of course, in this case for the influx of capital, information must be provided from various information and risk calculations and the Cat-model, a natural disaster forecasting mode is the basis for the improvement.
In conclusion, using Cat-model, the insurance company can expect improved accumulative risk management, reinsurance process and is able to maintain and operate stable portfolio. Multiple layer risk management can be established through the Cat-model to produce a more stable business risk management system and insurance clients are expected to use a stable risk transfer and be able to run sustainable business.

Mankind has lived along with natural disasters for a long time. Natural disasters dominated human civilization and human races also had overcome natural disasters. Once upon a time, the Chinese emperor and supreme ruler, such as Pharaoh of Egypt considered providing accurate predictions and effective control about national disasters, one of the most important things. Natural disasters are closely with the climate change. Climate change linked to global warming induced by greenhouse gas, has now become one of the hottest global issue. The 5th Assessment Report (2014) of IPCC (Intergovernmental Panel on Climate Change) warns about increasing global average temperature, global warming and acidification, rising sea level, extreme rainfall and etc.
And Korea is not free from extreme weather phenomena, typhoons and torrential rains due to changes in rainfall patterns. According to the government disaster report(2014), in the last 10 years, 6,944 billion won and 27 average annual loss of life caused by natural disasters. And increasing are the risks trend due to natural or social environment change, from climate, earthquake, population concentration and etc. According to the National Meteorological Institute, using climate change scenarios about potential future changes outlook from Korea and 5 countries (U.S., Japan, Britain, Canada, Australia), derived a result of possibility of increase in Typhoon outbreak and intensity for the pacific.
Natural disaster patterns due to climate change are constantly changing, so are increasing the importance of natural disaster risk management. One of the characteristics of natural disasters is extensive, so the risk management on the national level is required, and insurance company with also consider this important thing. There is strong need for scientific and statistical base on risk assessment and also risk management should be made on such scientific base. In particular, Insurers concerns about Cat-model increased after large-scale natural disasters such as hurricane Katrina, earthquake Northridge and etc.
Cat-model has evolved in the United States as disaster risk assessment too and models of hurricane and earthquake have also been used in such asian countries as Japan, Hong Kong, Indonesia, Philippines, Thailand and etc. In fact, in reinsurance market, the domestic insurers were unable to properly deal with reinsurance business invloving natural disasters. However, domestic insurers have large insurance losses by typhoon Rusa and Maemi, Thailand flood and began to pay attention to Cat-model, and the government and academic sectors try to perform research on Cat-model and develop locally optimized damage functions for advancing national natural disaster management system.
Research topic natural disaster in this study is a typhoon. In Korea, the typhoon is a loss driver comprising of roughly 60 percent of natural disasters, causing a catastrophe. The Cat-model of this research has been developed by R-company of Australian in 2007 and the model consists of 4 modules, hazard module, inventory module, vulnerability module, loss module. In the typhoon Cat-model analysis, the most important thing is loss function but so far loss estimation method assumed that all the individual risks added up to PML(Probable maximum Loss) while this was a very conservative approach leading to a overestimated result. The reason was that the model used only one parameter to represent the vulnerability by building type in a limited way. Accordingly, in order to improve this the necessity of developing a new loss function by Cat-model with a loss function was required. In this study a new function parameter wad added to the vulnerability function and the existing model was upgraded. The parameter added as an indicator shows the vulnerability of buildings, TSI(Total Sum Insured). New Loss function include an existing building information for example, structure, floors, height including properties, which had not taken into account previously. The outcome of loss function is calculated and represented as three types, residential, industrial, commercial.
Loss function developed through such procedures had an average 1.15%, from the existing average 7.1% loss of function, showing six times difference. The loss function produced a proximate result compared with Munich-Re loss function of 1.6% to have a meaningful analysis. The improved Loss function compared with actual typhoon losses, of Rusa, Maemi, Bolaven producing results of 4~16 times differences and differences occured in comparison with real losses, respectively -5%, +13%, +5% error ranges, relatively proved to be closer to approximate values.
Meanwhile, Cat-model has a further potential to multiple applications and can be used in the field of policy area, as well as insurance area. In the field of insurance, Cat-model can be used in reinsurance pricing, cumulative risk management based on PML calculations. Especially in reinsurance area, Cat-model can be helpful. For example, 500 years of return period, wind speed 40m/s, PML is assessed to 450 billion won but new method showed around 200 billion won. Thus, based on the result, reinsurance cost is reduced from 13.5 billion to 10.4 billion won and this would enable increase of retention and have a direct effect on profit-loss.
Cat-model can be used to risk assessment, pricing process, maximum cumulative loss protection, portfolio risk management and etc. regarding storm and flood insurance schemes. Especially, portfolio and accumulative risk management can be performed in a more efficient and accurate way with PML calculations based on scenarios. As well as in the future massive natural disaster risks can be transferred to external capital market in a more sustainable way. Of course, in this case for the influx of capital, information must be provided from various information and risk calculations and the Cat-model, a natural disaster forecasting mode is the basis for the improvement.
In conclusion, using Cat-model, the insurance company can expect improved accumulative risk management, reinsurance process and is able to maintain and operate stable portfolio. Multiple layer risk management can be established through the Cat-model to produce a more stable business risk management system and insurance clients are expected to use a stable risk transfer and be able to run sustainable business.
