The purpose of this study is to analyze the actual status of operating a civil participation budget system which has been enforced by Jeollabuk-do Education Office and analyze the case of the system. Based on its status and problems found, this researcher has drawn measures to vitalize it. By complementing the problems of the civil participation budget system, this author provides the followings as tasks to vitalize it in order to settle it down as a practical system.
In institutional aspects, it is necessary to induce diverse systems in accordance with different levels or situations such as the self-governing body’s population, finance, or characteristics. It would not be successful to apply and enforce any successful civil participation budget system of some region in Korea or overseas without any modification. To solve this problem, it will be needed to introduce a system in consideration of the region’s conditions or situations. Also, it is necessary to complement the system in order to provide residents with general information including the self-governing body’s financial status, financial soundness, or civil participation budget system in an easy way to understand.
Also, regarding the internal stability of operating the civil participation budget system, it is more important than anything else for the body chief and civil servants, the subjects of operating the system, to have positive awareness and attitudes in order to operate the system successfully equipped with internal stability. Changing the body chief’s awareness is, in fact, the most crucial factor to vitalize the local government’s civil participation budget system. With the induction of the system, the process to be dealt with by civil servants has become more complex and diversified, and their workload has increased, which make them feel a lot of burden about their work. Therefore, in order to induce civil servants’ aggressive cooperation and attitudinal change, it is needed to seek ways to increase their educational opportunities constantly and reduce their workload by increasing the number of staff. It is also needed to establish institutional devices to provide incentives according to it. Also, what is the most important in the civil participation budget system is for residents to submit their opinion and participate positively. To realize it, in each of the education-supporting offices, it is needed to seek various ways for publicity and constant budget school operation for the residents and civil servants so that it is possible to settle down a system with which residents can participate in the civil participation budget system easily and effectively.
Moreover, about the organization and operation of a committee, it is needed to enhance democracy and representability in the operation of a committee. Unlike local assemblymen selected by residents’ voting through election, those out of a number of unspecified residents need to participate in the process of budget organization. It is a matter of who would represent the residents’ opinion or demand and how it is going to be reflected. A way to solve this problem is for each of the education-supporting offices to select a representative of the region and organize and operate a regional committee. Also, it is necessary to consider installing an adolescent committee affiliated to the civil participation budget-consulting committee to collect and reflect the opinions of students, the subjects of education, in diverse ways.
