The purpose of this study is to deepen the understanding of the private tutoring phenomenon in Seoul and Shanghai, and to provide future directional policy advice for Shanghai’s private tutoring management through a comparative analysis of Seoul and Shanghai’s private tutoring in demand conditions(participation rate, participation time, participation cost, participation motivation), supply conditions(supplier type, the status of private tutoring listed companies), and policy conditions(policy, annual).
In order to achieve these goals, this research first examined the concept and characteristics of private tutoring, then examined related theories of education economics to aid in understanding the phenomenon of private tutoring. Next, the characteristics of both Seoul and Shanghai's administration, economy, public education, and private tutoring were outlined. Lastly, to determine a reasonable comparison category, existing international comparison research related to private tutoring were examined.
This research simultaneously employed documentary analysis and comparative research methods. The research materials and data included international comparative data(PISA 2009, 2012), state-led(official) large-scale statistical data(Seoul national statistical office, 2007-2015; Shanghai 'green index’comprehensive evaluation 2011, 2012), and individual researchers’ data(academic literature, academic dissertation, authority reports, news), etc. The main results of this study were as follows:
First, in the demand conditions, both Seoul and Shanghai have extremely high participation rates of private tutoring. While the participation rate in Seoul decreases with the increase of grade levels(elementary, middle and high school), the participation rate in Shanghai peaks in the middle school range. As for participation time, the two cities prioritize a significant amount of tutorial time to mathematics. Although the period of Seoul’s longest private tutoring participation time is middle school, there is no obvious difference in participation time between middle school and highschool in Shanghai. When it comes to the participation cost, both cities have characteristics of high expenditure and polarization in common, but a number of differences exist in the stage of school, the type of tutoring, and the level of income. Although the overall cost in private tutoring of Seoul is higher than Shanghai, the gap between the school level(elementary, middle and high school) in Shanghai is wider than Seoul. Seoul’s general subject tutoring expenditure is more than that of fine arts tutoring, whereas the opposite is true for Shanghai. In Seoul, the private tutoring spending of the high-income group is relatively less compared to Shanghai where the spending of the high-income group is higher and the disparity of the level of private tutoring spending between income groups is greater. As for the participation motivation, both cities primarily stress academic achievement, and in Seoul this goal is more intense.
Second, in the supply conditions, concerning the types and characteristics of private tutoring providers, both cities stared with home tutoring, but recently through online forms have been diversifying and departmentalizing in common. The type, form, and purpose of suppliers in both cities remains very similar. The form of private education ‘home-study materials(학슬지)’ typical in Seoul are not present in Shanghai, where unlike Seoul, Shanghai still has the phenomenon of public school teachers participating in private tutoring.
About the status of private tutoring listed companies, the two cities both share in common the characteristics of rich management areas, being listed, mergers, acquisitions, and other capital activities. Seoul has more Listed companies than Shanghai, and its business field attaches great importance to education contents development(textbook writing, publishing, video production, software, applications, education program) mainly in primary and secondary school(k-12). The establishing year and concentrated listed year of Seoul’s private tutoring listed enterprises are 6 ~ 10 years earlier than Shanghai, and their endeavors to expand overseas are very active. In Shanghai’s management areas(business fields), the overseas projects(study tour, summer and winter camp, overseas training) are growing in popularity and entering ‘the record of formal schooling education'(private school, international school, foreign language school), and also as education objects from child to adult cover a wide range that has more comprehensive and mixing characteristics. There the trend is changing from overseas listing to domestic listing, with almost no overseas activities.
Third, in the policy conditions, private tutoring related policies in Seoul were established earlier than in Shanghai. Seoul’s institutionalized levels and diversification degrees are much higher as well. On direct policy, the two cities both have ‘legislation, supplier specification and management, and the absorbtion of private tutoring into public education’ policy; On indirect policy, they both have the enrichment of public education, reducing student’s study burden, forbidding certification exams and competitions, school entrance examination policies, policy easing social inequality, and so on. While the timing of Seoul and Shanghai’s private tutoring policy is different due to differing awareness about the positive and negative effects of private tutoring, such as social fairness problems, the policy patterns are similar in regard to aspects such as using school entrance policy to inhibit private tutoring, supplementing to improve public education policy, increasing public education investment to reduce the private tutoring’s effectiveness, etc. Also, the policy of continuing to reduce private tutoring in Seoul and the policy of banning public education teachers' tutoring(extra classes) in Shanghai both failed to completely solve the private tutoring problem.
