As software can be easily changed and its establishment processes cannot be confirmed visually, additional problems can naturally occur. Moreover, it becomes more difficult to manage projects in the public sector because of managerial complexities caused by changes in the legal and institutional environment. A key factor in the successful execution of projects is influenced by the definition of core competency of PMOs prior to its selection. However, previous studies have only focused on the definition of the roles and functions of PMOs. My previous studies [1][2] show that the poor performance of PMOs often results from the inadequate establishment of their roles and badly defined functions. In addition, unsatisfactory project results and negative opinions regarding PMOs activities were found to have stemmed from a lack of competency among the experts operating PMOs. The previous studies identified a core competency factor for PMOs using Analytic Hierarchy Process and Exploratory Factor Analysis. In this study, an empirical analysis was conducted regarding the relationship between the critical success factor of projects and project results using Structural Equation Modeling. After verifying the reliability and validity of a construct to evaluate model fitness, the reliability and validity of the study models were obtained. In addition, the general goodness-of-fit of the model, its explanatory power and incremental-fit index were tested. The value of χ² was 1.549, that of the Root Mean Square Error of Approximation was 0.054, and the Root Mean square Residual was 0.08; thus, the general goodness-of-fit was adequate. In addition, the Goodness-of-Fit Index was 0.845 and the Adjusted Goodness-of-Fit Index was 0.808; therefore, the model’s explanatory power was also acceptable. Overall, the goodness-of-fit of the model was found to satisfy the acceptance criterion. In hypothesis testing, PMOs experts were found to have positive effects on ‘managerial PMOs’ competency to ‘clients’ factor, ‘technological PMOs’ competency to ‘business characteristics’ factor, ‘general PMOs’ competency to ‘project practitioner’ factor. Furthermore, ‘managerial PMOs’ not only had direct effects on ‘clients’ factor but also statistically significant indirect effects on ‘project practitioner’ factor and ‘business characteristics’ factor. As a result, ‘clients’ and ‘project practitioner’ need to focus on the competencies of ‘managerial PMOs’. The purpose of this study was to identify ways to overcome the limitations outlined in the literature on PMOs and to maximize the success possibility of projects. This study makes three important contributions. First, it suggests a theoretical and academic framework of core competencies for PMOs. Second, the classification of competencies is presented as an important guideline for the successful operation of PMOs in the project management environment. Finally, these results enable the reinforcement of PMOs competency and evaluation for PMOs selection. Further follow-up studies will be required to develop various tools to assess the competency levels of PMOs and to develop ways to actively use PMO competencies based on the outcome of this study.
