요 약 제 목 : 건설 현장의 안전관리 실태 분석 및 효율화 방안에 관한 연구 본 연구에서는 안전관리의 의미와 건설 안전관리의 필요성 및 문제점 등의 이론을 분석하고, 국내 건설 안전관리 기준과 정책을 조사하여 현재 국내 건설업의 전반적인 상황을 파악하였다. 또한 2016년 3월, 공사가 진행 중이던 건설현장 35곳을 선정하여, 현장 안전 관리자들을 대상으로 일반적인 사항, 안전 관리자의 업무수행 실태, 하도급 업체의 안전관리 업무 수행실태의 3개 항목에 관한 안전관리 실태 설문을 실시하였다. 실시된 설문 조사의 결과를 통하여, 안전관리 실태 분석 및 문제점을 조사·분석하여 건설 현장의 재해 예방을 위한 안전관리 개선 방안을 제시하고자 한다. 1. 안전관리 실태조사 분석 1.1 안전 관리자의 일반사항 분석 조사 대상 건설 현장의 공사 금액별로는 500억 이상 1,000억원 미만의 건설현장이 전체의 42.86%로 가장 높게 나타났으며, 공사 종류별로는 아파트 건설현장 54.29%, 주거 및 숙박(아파트 제외) 22.86%, 상업 및 공공시설 14.29%, 공장 및 플랜트 8.57% 순으로 나타났다. 또한 응답자의 고용형태는 정규직이 82.43%로 가장 많았으며, 직책으로는 사원과 주임, 대리가 83.78%를 차지하는 것으로 나타났다. 실태조사의 건설 현장의 안전 관리자 전공을 조사한 결과, 안전을 전공치 않은 안전 관리자가 54.29%로 높게 나타나 안전관련 전공자들에 비해 많은 비전공자들이 건설현장에서 안전 관리업무를 담당하고 있는 것으로 나타났으며, 현장 안전 관리자의 총 근무경력 평균은 4.33년으로 다소 낮게 나타났다. 1.2 현장 안전 관리자의 업무 수행 분석 조사 대상 건설 현장의 안전 관리자 업무 겸임 여부에서는 “겸임하고 있지 않다” 8명(10.81%), “겸임하고 있다” 66명(89.19%)으로 여전히 응답 건설 현장에서 안전관리 업무만을 전담하지 못하고 다른 업무까지도 함께 겸임하고 있는 것으로 나타났다. 안전 업무를 맡고 있는 안전 관리자의 안전 의식에서는 기본 안전의식은 대체로 높게 나타났으나, 현장 안전 준수 의식은 다소 낮게 나타났다. 안전관리 업무 수행 비율에서는 전체 업무 수행 중 “산업재해 통계 유지 및 관리를 위한 지도 조언”이 가장 낮은 것으로 나타났고, “안전교육 계획의 수립 및 실시”, “산업재해 발생 원인조사 및 재해방지 기술 조언” 또한 낮은 것으로 나타났다. 또한 현장의 안전교육 실시시간은 “1시간 이내”가 40.54%,“2시간 이내”가 35.14% 순으로 나타났으며, 현장의 안전점검 실시 시기는 오후 12시~14시가 26.09%로 가장 높았으며, 오후 16시~18시가 9.98%로 가장 낮게 나타났다. 추가적으로 현장 안전점검에 소요되는 시간은 과반수 이상의 현장에서 “1시간 이내”로 실시하는 것으로 나타났다. 1.3 하도급업체의 안전관리 분석 안전작업을 위한 계획서의 작성 여부에서는 “작성하고 있음”이 55명(74.32%), “작성하지 않음”이 19명(25.68%)로 나타났으며, 작성 주기에 대하여는 작성한다고 응답한 55명을 대상으로 조사한 결과 “매일”이 21명(38.18%)으로 가장 많았다. 현장 하도급업체에 관한 안전관리 활동의 필요성에 대한 응답에서는 거의 모든 안전 관리자가 필요하다고 응답하였으며, 하도급 업체의 안전 활동 시행에 관해서는 “시행중”이 전체 응답자의 62명(83.78%)으로 나타났다. 안전관리의 활동 형태는 42명(67.74%)이 “형식적 시행”으로 응답하였으며, 현장 안전관리 평가 규정 및 실질 적용 여부에서는 규정이 “있음”으로 응답이 58명(78.38%), “없음”이 16명(21.62%)으로 나타났다. 평가 규정이 있음으로 응답한 응답자 중 평가 규정을 적용하고 있음으로 응답한 응답자는 38명(65.52%)으로 나타났으며, 안전관리 활동 수행의 적임자를 묻는 응답에서는 과반수 이상인 47명(63.51%)이 현장 하도급 업체의 소장이 적임자라고 응답하였다. 추가적으로 현장 근로자의 주요 위반 사항을 조사한 결과, 대부분이 “보호구 미착용”으로 나타났다. 2. 안전관리의 개선방안 2.1 안전 관리자 선임의 개선 신규 안전 관리자의 안전관리 수준 향상을 위해 최소한 2년 이상 건설현장에서 근무한 경력자에 한하여 안전 관리자로 선임토록 제도 보완이 필요하며, 이와 별도로 안전 관련학과 비전공자에 대해서는 안전관리 직무교육과정을 이수한 자만이 현장 안전 관리자로 선임하도록 하여야 한다. 2.2 안전 점검의 개선 근로자 및 안전시설 상태에 대해 수시로 점검할 수 있도록 해당 현장의 규모 및 공정율에 따라 적정한 안전순찰 인원을 상시 배치하여 일정 구역별로 근로자와 시설물의 상태를 확인하여야 하며, 근로자의 불안전한 행동 및 안전시설물의 불안전한 상태가 발견 시에는 즉시 개선 조치를 하며, 근로자가 작업 필요상 안전 시설물의 해체 또는 변경 시에는 반드시 안전 관리자의 승인을 얻도록 하여 근로자의 안전시설물 임의 해체 및 변경으로 인한 불안전한 요소를 제거하여야 한다. 2.3 안전 보호구 착용의 개선 보호구를 개인적으로 관리하여 분실 또는 이중 지급에 의한 비용 및 안전관리 활동의 시간도 절감할 수 있을 것이다. 또한 보호구 미착용자에 대한 벌과금 및 퇴출제도는 대부분 현장에서 시행중이나 작업능률을 우선시한 현장 분위기에서는 개인 보호구 미착용자에 대한 제재가 제대로 이루어 질 수 없으므로 현장 책임자의 안전의식이 개선되어야 하고 제재의 효과성을 높이기 위해 근로자가 소속된 하도급 업체에도 연대 책임을 지도록 해야 한다. 2.4 하도급 업체 안전관리 활동의 개선 하도급 업체의 안전관리 활동에 적임자인 현장소장이나 안전 관리자를 대상으로 안전의식 및 안전 전문성을 향상시키기 위한 안전교육을 정기적으로 실시하는 것이 필요하다. 또한 안전 관리 활동을 체계적으로 실시하기 위해 안전 작업계획서 작성이 필수이다. 안전 작업계획서는 하도급 업체와의 업무 공유를 통하여 매일 작성하여, 당일 실천사항에 대한 점검과 다음날 실천사항에 대한 예측이 가능하도록 해야 한다. 또한 원청에서는 하도급 업체의 안전관리 활동이 실질적으로 이행되기 위해서, 공정한 평가규정을 만들어 시행해야하며 평가결과에 대해 포상이나 입찰 제한 등의 패널티 또는 인센티브 제도가 뒷받침되어야만 한다. 2.5 안전 교육의 개선 안전 관리자의 일방적인 교육보다는 근로자가 직접 참여할 수 있는 프로그램을 개발하여 교육함이 바람직하고, 건설업의 특성상 공정별로 작업자가 이동하므로 공정별 작업자에 대상으로 신규 교육 및 정기 안전교육 등을 실시하여 교육의 효과성 및 참여도를 높일 필요가 있다. 또한 아파트 현장의 경우 하도급업체가 한정되어 있으므로 현장별로 근로자에 대한 교육 이수증 등을 발급 및 관리하여야 한다.

Abstract A Study on the Proposing an Efficiency Action Plan based on Analyzing Current status of Safety Management in Construction Site Chung. Kyu Min (Supervisor Park, Jong Hyuk) Dept. of Housing Environment and Service Technology The Graduate School of Housing Seoul National University of Science and Technology In this study, theories about significance of safety management, necessity for construction safety management and problems have been analyzed. The domestic construction safety management standards and policies were investigated so as to identify the overall situation of the domestic construction industry. In order to check the actual safety management condition, the site safety managers of 35 selected construction sites in progress in March 2016 were surveyed on three items such as general conditions, safety manager’s actual performance and sub-contractor’s actual performance. Based on the results of such survey, actual safety management performance and its problems have been studied and analyzed and a safety management improvement plan is to be suggested in order to prevent accidents in construction sites. 1. Analysis on the current condition of safety management 1.1 Analysis of general conditions related to safety managers Among the selected construction sites, when it comes to the construction cost, construction sites whose construction cost is in the range of KRW 50 billion – KRW 100 billion account for 42.86%, which is the highest. When it comes to the type, construction sites of apartment buildings reach 54.29% while constructions sites for other residential accommodations (except for apartments) show 22.86%. Commercial and public facilities account for 14.29% when factories and plants are 8.57%. In relation to the employment status of survey participants, 82.43% is regular workers, which is highest. When it comes to their position, junior/senior workers and assistant managers account for 83.78%. As a result of studying on the major of selected construction sites’ safety managers, safety managers who did not major in safety management appear to be 54.29%, which is quite high. The number of those who did not major in safety management but work as a construction site safety manager is higher than those who majored in safety management. The average length of safety manager’s service is 4.33 years, which is somewhat low. 1.2 Analysis of construction site safety manager’s performance About the question of whether a safety manager holds additional post or not, 8 safety managers (10.81%) hold post of safety manager only while 66 safety managers (89.19%) hold additional post as well. This result shows that a lot of safety managers cannot assume full charge of safety management, but take care of other work, too. In relation to safety manager’s awareness of safety, their basic safety awareness is relatively high while their compliance with site safety regulations is somewhat low. When it comes to their safety management performance ratio, among all performance items, “advice/guidance on management of industrial accidents statistics” is lowest when “planning and implementation of safety training” and “research on causes of industrial accidents & advice on accident preventive technics” are also low. In addition, when it comes to the time of construction site’s safety training, “less than one hour” accounts for 40.54% while “less than 2 hours” is 35.14%. About the question of when the construction site’s safety check is conducted, 12:00~14:00 accounts for 26.09%, which is highest while 16:00~18:00 is 9.98% as the lowest. Furthermore, when it comes to the time consumed for the site’s safety check, majority sites spend “less than one hour.” 1.3 Analysis of sub-contractor’s safety management performance About the question of whether a safety work plan is prepared or not, 55 safety managers (74.32%) answered “prepared” While 19 safety managers (25.68%) answered “not prepared.” Among 55 safety managers who answered “prepared”, 21 safety managers (38.18%) said they prepare it “everyday”, which is highest. About the need for safety management activities of sub-contractors, most of site safety managers answered, “required” and 62 safety managers (83.78%) said that their sub-contractors’ safety management activities are “in progress." When it comes to the type of safety management activities, 42 safety managers (67.74%) answered “formal activities.” About the question of whether site safety management assessment standards exist and are applicable, 58 safety managers (78.38%) answered, “standards exist" while 16 safety managers (21.62%) said they don’t exist. Among those who said “standards exist”, 38 safety managers (65.52%) answered these standards are being implemented. 47 safety managers (63.51%), more than half of the total survey participants, said that the best-qualified person for safety management activities is the sub-contractor’s site manager. As a result of study on site workers’ major violations, most of workers violate “protective equipment wearing.” 2. Safety management improvement plan 2.1 Improvement on designation of a safety manager In order to improve the safety management level of a newly designated safety manager, those who have at least 2 years of experience at a construction site should be hired as a safety manager. On the sidelines, if a candidate didn’t major in safety, he or she must complete the safety management on-the-job education course in order to be designated as a site safety manager. 2. Improvement on a safety check According to the size and the construction progress of the concerned construction site, an appropriate number of safety patrol personnel should be assigned at ordinary times in order to check workers and the condition of safety facilities on a zone-by-zone basis whenever it’s required. When worker’s unsafe act or unsafe condition of the safety facilities is identified, corrective action should be immediately taken. In case workers are required to dismantle or modify the safety facilities, a safety manager’s permit needs to be obtained in advance so as to eliminate any risk coming from random removal or modification of the safety facilities. 2.3 Improvement on safety gear wearing If each and every worker is required to take care of their own safety gear, additional expenses incurred due to loss or duplicate provision of safety gear can be reduced. It is also possible to reduce the time consumed for safety management activities. Although there is a fine for those who do not wear their safety gear or a regulation by which the violators are expelled from the site, such restrictions cannot be properly implemented since work efficiency is put before anything else at the construction site. Therefore, the site manager’s safety awareness should be improved and responsibility should be collectively taken by a sub-contractor where a worker who doesn’t wear safety gear belongs in order to maximize the effect of such restrictions. 2.4 Improvement of sub-contractors’ safety management activities Safety training should be conducted on a regular basis for site managers or safety managers who can be in charge of sub-contractors’ safety management activities in order to enhance their safety awareness and expertise in safety management. In order to carry out systematic safety management activities, it is essential to prepare a safety work plan. The safety work plan should be prepared on a daily basis by sharing the information with sub-contractors so that it can be possible to check the day’s practices and to predict the next day’s practices. In addition, fair assessment criteria should be prepared and implemented so as to make sub-contractors conduct their safety management activities properly. Rewards, penalties such as a bidding restriction and incentives should be prepared and implemented based on the assessment results. 2.5 Improvement on safety training Rather than a safety manager’s one-sided training, safety training programs should be developed so that workers can actually participate in the training. Considering the construction industry’s characteristics, as workers move by construction progress, a new training course and a regular safety training course should be conducted for workers by each construction progress so as to improve effects of the training and workers’ participation. When it comes to construction sites for apartment buildings, as the sub-contractors are limited, a training certificate for workers should be issued and managed by construction site.
