국내 건설산업은 프로젝트의 복잡성, 발주자 요구사항의 다양성에 대응하면서 발주자들의 부족한 사업관리능력을 보완할 수 있는 발주방식을 요구하고 있다. 이러한 상황 속에서 발주자의 역량을 강화시키면서 동시에 리스크를 저감시킬 수 있는 CM at Risk 발주방식이 부각되고 있다. In this situation, the CM at Risk method, which can reinforce the capacity of the owners and simultaneously reduce risks is being emphasized. The CM at Risk method is a method of construction performed by the CM business within a GMP contract, which allows the owners to transfer risk to the CM business and the CM business can obtain profit from reduced construction cost. Thus, is considered as an delivery method of mutual win-win. However, a GMP contract finalizes GMP and initiates construction at the point where the contract documents is 80% completed. Thus, there are risks of uncertainty that cannot be predicted during the progress of the project and incomplete 20%. Accordingly, this study has deduced the risk factors to be considered upon concluding a GMP contract and proposed the priority of risks by quantitatively evaluating the danger of these factors, in order to minimize the effect caused by risks that may occur upon concluding a GMP contract. The process and result of this study are summarized below. First, one of the core concept of the CM at Risk method, GMP, has been considered, and prior study associated with GMP were analyzed to propose the need of research. Furthermore, the Fuzzy-FMEA method, which supplements the restrictions of the existing FMEA method, was used to evaluate the risks. Second, domestic and foreign literature and cases were analyzed to deduce the risk factors of GMP contracts. Through three processes of interviews with professionals, the risk factors were summarized and supplemented, and finally categorized into risk factors that suit their properties. Third, a professional survey was conducted to evaluate the deduced risk factors, and the Fuzzy-FMEA evaluation method was used to propose the priority of risk factors. Fourth, an analysis was conducted to verify the degree of fluctuation in order and the reason as to the occurrence of fluctuations in order by comparing the degree of danger when only the existing FMEA method is selected and when fuzzy inference is linked to the FMEA method. Fifth, the validity and practical applicability of the results and procedures deduced from this study were verified through professional interviews. It can be expected that the order of risk factors proposed in this study will be used to prepare a means of responding to risks that may occur when the CM at Risk is applied to Korean public projects. The addition and supplementation of risks to suit the situation and properties of projects based on the result of this study will lead to successful projects for both the CM business and owners. Furthermore, the continued accumulation of such evaluation data will contribute to the activation of the CM at Risk. Meanwhile, in order to increase future practical applicability, there is a need for research defining the scope of danger requiring intensive management based on the degree of risk, strategy of responding to each risk factor, and selection of the responding body. Furthermore, although this study has deduced the risk factors through certain cases and research on existing GMP risks and fast track risks, it is determined that there will be a need to conduct an analysis in consideration of additional risk factors that may occur based on an increase in CM at Risk cases.
