본 논문은 쇠퇴하는 원도심 지역에서 기존의 민간 거점 시설들의 상생 협력이 도시 재생의 효율적인 방법이 될 수 있다는 것을 보여주고, 프리콘 서비스를 통한 민간기업 주도의 새로운 도시재생이 쇠퇴하는 원도심 지역에 미치는 영향을 파악하여 효과적인 도시 재생의 방법을 모색해 보고자 하였다. 이에 따라 천안시를 대상으로 원도심지역 도시재생의 실증 사례를 통하여 공공 주도형 도시 재생 사업과 민간기업주도형 도시 재생 사업을 비교 분석하고, 설문조사를 통한 주민의 의식 조사를 진행하였다. 본 연구의 정책적 시사점은 다음과 같다. 첫째, 민간 주도형 도시재생 사업의 원활한 수행을 위해서는 중앙 및 지방정부가 민간기업과 파트너를 이루고, 민간 기업이 주도적 역할을 할 수 있도록 법률적, 제도적 지원이 필요하다. 즉, 도심재생사업에 대한 각종 의견 및 제안이 현실적으로 반영이 될 수 있는 법률적, 제도적 장치가 마련되고, 재생 사업에 방해가 되는 불필요한 규제가 대폭 해제되어야 한다. 둘째, 원도심에 위치한 기존의 공공시설이 도심 외곽으로 이전하기 보다는 제자리 재생을 통하여 도심 중핵시설로서의 역할을 계속적으로 수행할 수 있도록 원도심의 도시기능을 보강 및 확대해야 한다. 셋째, 주민, 시민단체, ...

This study aims to examine the residents’ consciousness of private-led regeneration. The private-led urban regeneration has attracted attention as an alternative to mitigate the problems of public-led urban regeneration. After reviewing the relevant studies, this described the comparison of public-led urban regeneration and private-led urban regeneration, the context of the case, and the effect of the project on nearby real estate prices. Particularly, we focused on the impact of private sector-led urban regeneration project through Preconstruction Service. In empirical study, we conducted a comparative analysis of the public-led urban regeneration project and the private enterprise-led urban regeneration project, focused on the downtown area of Cheonan city and surveyed the residents' consciousness through questionnaires. The policy implications of this study are as follows.
First of all, in order to smoothly carry out the private sector-led urban regeneration project, we need to provide legal and institutional support of the central and local governments to form a partnership with the private enterprise and to play a leading role by the private enterprise. In other words, legal and institutional devices should be provided to reflect various opinions and suggestions about urban regeneration projects, and unnecessary regulations that hinder the regeneration projects should be largely lifted.
Second, it is necessary to reinforce and expand the function of old downtown so that existing public facilities located in old downtown can continue to serve as core facilities of the city through regeneration in place rather than moving to the outskirts of the city.
Third, an institutional framework should be set up to support related various regional organizations such as residents, NGOs, NPOs, and consultative bodies to partner with private companies and to promote urban renewal projects through transparent consultation. In addition, it should provide opportunities for residents to participate positively for residents' satisfaction and business continuity. In order to do this, we need to plan how to sufficiently listen to the opinions of residents in advance and to support them.
