This thesis examines the history of atomic bomb development which took place at the Commissariat à l’énergie Atomique (CEA) during the Fourth Republic. After the World War II, nuclear energy was considered to be the science that could change the nation. The process of atomic energy development became the site in which different ideas on how this state-of-the-art science could transform the nation. This change took place under the circumstance of the Cold War, especially in relation with the Cold War foreign policy of the United States. The nuclear scientists, the technocrats, the military officials, and the politicians who took part in the process expressed different ideas on the relationship between nuclear science and France, leading to the development of French atomic bomb. Among the many professionals who were involved in the process, the technocrats who managed the CEA became the driving force of the project owing to their technological expertise, stability of position, and disinterested neutrality. They emphasized the neutral and passive nature of their function, which is limited to obeying the political decisions made by the incumbent government. But underneath that rhetoric, they created a political site where divergent political opinions regarding atomic bomb could converge and materialize into French nuclear policy. With the backing of the like-minded politicians, the managers of the CEA collaborated with the nuclear scientists and the military officials, led the way to the French nuclear arsenal.
