River flow is one of the major water balance components and plays an important role in the water cycle. Rivers are also precious to life everywhere, not only people. Rivers are also special benefits for socio-economic situation and its development. However, increasing number of rivers run dry for a period of the year due to the climate change and increase in water demand as results of growing population and the wake of socio-economic development. Therefore, many regions in the world need to be improved water management more urgently to involve the impacts prediction. This research aims to improve understanding of river flow (the Tuul) to climate change, its variability and groundwater extraction in cold semi-arid region in Mongolia and provide some baseline data for sustainable water resources managements of Ulaanbaatar, the capital city of the country. Surface water and groundwater resources in the Tuul River Basin are a vital resource for the socio-economic situation and its development in Mongolia even though the river basin covers about 3.16 % of the total land of the country. Ulaanbaatar is the highest water usage in the country, and water supplies in the city completely dependent on an alluvial floodplain of the Tuul River. The aquifer water storage is replenished by the river water. However, the river flow has been declined and run dry in early spring occasionally since 1997. Reduction in river flow and the drying phenomena in this important basin are uncertain. To understand the depletion of the river flow; therefore, the following research objectives have been established; (1) to assess climate change in upstream of the Tuul River Basin (area about 6,390 km2) and its impact on the river flow from 1945 to 2012; (2) identification on more detailed hydrological processes and relationship between the most forcing weather variables (i.e., precipitation and air temperature) and the major water balance components (i.e., water yield for river flow and actual evapotranspiration) from 1988 to 2012; (3) assessment of groundwater flow and its interaction with the river flow in an alluvial plain of the river where groundwater pumping wells concentrated surrounding Ulaanbaatar (about 156 km2); (4) identification of groundwater abstraction impact on the river flow; and (5) to identify causes of the river drying phenomenon in early spring. Statistical tools have been applied to examine the trend and relationship between hydrological components and climate variabilities. More detailed hydrological and hydrogeological analyses were then contacted by Soil Water Assessment Tool (SWAT) and MODFLOW models. Geographic Importation System (ARCGIS) and Groundwater Modular System (GMS) used as an interface of SWAT and MODFLOW models, respectively. The General Likelihood Uncertainty Estimation Method (GLUE) and an inverse model called PEST have been used to SWAT and MODFLOW models calibrations and verifications. Performances of the models calibration and validation have been evaluated by multiple statistics (e.g., PBIAS, RMSE, NSE, RSR and R2). These models have been shown to provide a valuable and reliable approach. Moreover, these models taking a feasible and appreciate approach for strengthening water resources management in Ulaanbaatar city. According to the statistical and SWAT modeling results, the precipitation showed cyclic variability (three dry and two wet periods) at inter and multi-decadal scales throughout the study period (1945-2012). A significant increase in air temperature by 1.3-1.8 ºC was recorded during dry period-3 (1996-2012). Increase in temperature resulted in an added stressor on the river flow. However, precipitation has strong influence on the Tuul River flow than temperature. The annual flow rate was decreased by 49 %, 51 % and 60 % in dry periods 1, 2 and 3, respectively comparing to the stable long-term (1945-1995) mean. As results of MODFLOW simulations, groundwater in alluvial floodplain of the Tuul River is hydraulically linked to the river flow. Due to the groundwater extraction, groundwater level and storage decline during cold and the dropped storage is re-compensated by the river water from early spring (April) when the river starts flowing. As results, the river flow rate is declined by about 14,300-258,700 m3 day-1 (16.1-18.7 %) in spring, 200,000-175,600 m3 day-1 (7.7-14.5 %) in summer, and 65,000-150,000 m3 day-1 (8.4-25 %) in autumn along the river reach (15-30 km) surrounding Ulaanbaatar, where groundwater extraction wells concentrated. The river reach has been dried in spring (3-31 days) occasionally since 1997 (during dry period-3). The lower groundwater table and storage lead to increase the river leakage rate (recharge), and decrease in the river flow when the rivers flow in spring. The river flow drying occurs until the flow rate becomes higher than the recharge rate along the study reach in this local area. Due to precipitation variability, water availability relatively lower in upstream of the Tuul River Basin during dry periods, thus the river drying in this local area is also affected by upstream water availability. However, the river drying phenomenon was not observed in other dry periods (i.e., 1 and 2). It could be explained that Ulaanbaatar water demand increased as result of growing population numbers along with expanding urbanizations, raising groundwater extraction since 1959. There was not a water supply system from groundwater during dry period-1. During dry period-2, groundwater extraction in local area was two times lower than dry period-3. Therefore, growing population along with expanding urbanizations is also one of driving forces on the river reach drying. The research suggests that non-sustainable water resource used in Ulaanbaatar; therefore water resources management should be improved to sustain river flow for the Tuul riverine ecosystem. This work will provide a baseline data and information for sustainable water resources management in Ulaanbaatar city.
