In the last decade, in South Korea, trends of human life and property damages caused by natural disasters seemed to be decreasing. However, as the number of man-made disasters and damages gradually increased and as the natural disasters, such as earthquake in Gyeongju and tsunami in Busan, occurred in recent times, citizens' consciousness on safety from natural disasters has broaden. Nevertheless, there are no institutional standard or basis on designating shelter to protect citizens during the state of disasters, and, rather, there are only indiscriminate shelter designation to satisfy quantitative standard, producing hardships on efficient utilization and management. Consequently, in this study, to promote efficient designation and management of shelter and to apply flow pattern during the evacuation, it developed a methodology for resolving optimal shelter location problem that considers evacuation demand and target evacuation time, and applied the developed methodology on Sioux Falls Network, which is a generally used task network in the field of transportation. The methodology for solving the optimal number and location problem of shelter can be divided to three steps. At first, the initial number and location of the shelters should be determined inside target area before the algorithm starts. Based on the initial number of shelter, the methodology searches the optimal number and location of shelters with increasing the number of shelters and the optimal number and location of the shelter should accomplish the constraint that all evacuation demand should evacuate to shelters within target evacuation time. After determining the initial number and location of shelters, the target area would be divided into several sub areas that is the equal number of the intial number of shelters. Each sub areas mean the service areas of each shelters and contribute to increase the convergence probability of next step using Genetic Algorithm. The target area dividing procedure utilizes K-Means Clustering Algorithm in order to divide target area into several sub areas that can minimize total evacuation time based on the initial number and location of shelters. At this step, by dividing target area into sub areas, the methodology supposes that each evacuation demand evacuates to the nearest shelter. For the next step, after the sub areas are confirmed, the methodology needs a supposition that only one shelter should locate at one sub area. And then, based on the confirmed sub area, the methodology needs to generates combinations of shelter location and for each combinations of shelter locations, user’s equilibrium traffic assignment is performed. Then, the methodology investigates the shelter location combination that can minimize total evacuation time using the result of traffic assignment with Genetic Algorithm and if there is at least one shelter location combination that evacuation time from all spots in target area is lower than the target evacuation time exist, the algorithm terminates. If the Genetic Algorithm cannot discover the optimal solution that can accomplish the convergence condition, when the number of iteration reaches the threshold, the methodology increases one shelter and restart the algorithm from the beginning until it finds the optimal combination of shelter location. Because the methodology proposed by this study separates two steps, dividing target area into sub areas and searching optimal combination of shelter locations, the connection between these two steps could not be considered and the study has a drawback that it does not take account of each shelter’s capacity. Therefore if the study that can improve these limitations will be conducted, it will be expected that this study can play a role of a guideline in the field of urban planning, transportation planning and evacuation strategy.
