Research on this topic has rarely been done to date and there is a great lack of debate on the various meanings of Eirene, the connectivity that they show throughout Luke’s Gospel, and the intention of Luke on this. Also as the Roman empire promoted the deification of its emperors and the idea of Pax Romana for effective ruling, there was a growing need to develop a theological theory to respond to those changes in Roman empire.
The analysis revealed that the meanings of the various Eirene found in the Gospel of Luke have first divided into two groups according to their role: 'Achievement' and 'Prophecy', and each group is further divided into the earth and the heaven. Also, by analyzing the arrangement of this term in the Gospel, the study found that, in the first half of the Gospel, Jesus was the fulfillment of the Eirene of the earth. From 19:38 onwards, it was possible to see the strong emphasis on the Eirene of the heaven as a transcendental concept which includes the Eirene of the earth inside. Luke also suggested throughout the text that the Eirene of the heaven is bestowed only through the salvation ministry of Jesus, and that only Jesus can bestow it.
Based on the above analysis of biblical, socio-political background and the usage of Eirene, this study can tell that Luke projected the idea of Eirene based on the Shalom of the Old Testament and formulated a structure that placed the Eirene of the earth inside of the Eirene of the heaven. While the Pax Romana is limited to political strategy and the Eirene of the earth, Luke emphasized differentiating superiority by speaking of the Eirene of the heaven. This differential superiority has two theological implications. First, there is a transcendental superiority in it. Luke gave the Eirene transcendence beyond other concepts of peace on the earth by saying that only Jesus could grant it in heaven by moving the realm of Eirene to heaven. Second, it presented a comprehensive superiority. Luke expanded the scope of Eirene to heaven, elevating it into a cosmological concept that goes beyond the geographical domain of a specific region or a specific tribe.
