본 연구 결과 중소규모 사업장에 위험성평가 도입을 활성화하기 위해서는 위험성평가 실시 주체를 대상으로 책임과 의무를 명확히 하는 한편, 인적, 경제적 여력이 부족한 사업장을 대상으로 행정적 지원 제도를 개선해야함을 알 수 있었다. 이와 병행하여 위험성평가의 제도 취지에 맞춰 사업주, 관리자, 근로자가 모두 참여하는 위험성평가를 실시하기 위해서는 새로 도입된 안전보건관리담당자 제도를 적극 활용할 필요가 있음을 알 수 있었다. 안전보건관리담당자의 위험성평가 업무 역량 강화를 위한 교육 제공을 확대하는 등 행정적 지원이 이루어진다면 중소규모 사업장에 위험성평가 활성화에 기여할 것이라 판단된다.

The purpose of this research is to propose how to improve and encourage middle and small sized companies with fewer than 50 employees to conduct risk assessments. Even though industrial accident rate for large companies has been decreasing in past 10 years, the rate for middle and small sized companies with fewer than 50 employees has been increasing. In 2013, risk assessment requirement has been enacted as Occupation Safety and Health Acts Section 2 of Article 41(Risk assessments) to all companies to enhance employers’ voluntary accident prevention program.
This study focuses on the examination of internal and external risk assessments measures to reduce industrial accident rate through identifying domestic system issues and implementing active encouraging measures for middle and small sized companies that are unfamiliar with responsibility of risk assessments under Occupation Safety and Health Acts. To remedy this problem, a survey focusing on identifying measures to improve risk assessments of middle and small sized companies was conducted. The survey was conducted from safety and health experts. Survey analysis results suggested that an improvement in administrative support for financial benefit is needed. Also, a clarification in responsibility of assessment’s main agent is necessary.
According to the study, workers should not hesitate in consulting new safety management personnel. Also, providing an education on risk assessments ability to safety management personnel should be expanded to make employers, managers, and workers participate in risk assessments. Administrative supports like these would contribute to actively conducting risk assessments for middle and small sized companies.
