The National Basic Livelihood Security System is facing a criticism that it has not fulfilled its national responsibilities throughout its implementation process, failing its ideology. It is because the number of poor non-recipients is increasing who are not included within the benefits scope of the System due to the unrealistic criteria of income recognition and Family Support Obligation. The System was revised and implemented into a customized wage system in full scale in July, 2016, which relaxed the criteria of people with duty of care. There were, however, still many people that were excluded from the benefits of the System according to the criteria of Family Support Obligation. In the modern South Korean society, new types of family are emerging due to recently frequent late marriage and avoidance of marriage as well as low birth rates, aging, and rising divorce rates. It is time for the System to change its criteria of Family Support Obligation according to those changes to the family structure. This study thus set out to understand and explore in depth the experiences of recipient households that were eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation by applying the phenomenological methodology of Giorgi. It also aimed to provide basic data to improve the criteria of Family Support Obligation so that the National Basic Livelihood Security System could serve its functions as a social safety network for people that needed actual protection. For those purposes, the study first asked a question, "What kind of experience is it to be eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation?" Taking interest in experiences with getting eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation, the investigator tried to figure out the meanings of elimination experiences with a phenomenological methodology and conducted analysis based on the phenomenological methodology of Giorgi, which records the language from the subjects as it is, converts it into academic terms for in-depth analysis, and identifies the general structure of their experiences. The subjects were recipients that were eliminated from the benefits of the System since it was revised into a customized wage system. Purposeful sampling was used to select individuals that met those criteria. Data were collected until July 10, 2016. Total nine subjects were selected, and data were gathered from them usually with an in-depth interview. The investigator consulted a variety of materials including focus groups, field visit logs, observations, and personal records such as case managers. The study performed analysis according to Giorgi's five stages of analysis and identified six components and 21 sub-components. The situational structures of the subjects were categorized according to time contexts including "inheritance of poverty," "application out of expectations for a better life," and "life after the elimination experiences and used to make statements about situational structures to reveal differences among individual experiences. The study then examined the process of elimination experiences from the benefits of National Basic Livelihood Security in a general structure statement. They include "giving up after making an application with great expectations and getting eliminated, getting discarded at the last bastion, living with no support for sustenance allowance, living with room for the inheritance of poverty, getting too sick life is getting bad, and living after elimination experiences from the benefits." That is, they made an application for the benefits after the excessive promotion through the press that anyone would receive the benefits just by applying. They were full of expectations, but they were eliminated and ended up giving up. Some were even deprived of their old qualification as the beneficiaries of co-payment reduction in the near poor group. Not only did they receive no actual supports as Family Support Obligation, but they also felt dismal when the government, their last bastion, refused to help in addition to their families and siblings. Since it is difficult to provide practical supports to Family Support Obligation, they can become recipients of National Basic Livelihood Security only after a judgment that their family relations have been dissolved. They were eliminated from the benefits because the System was based on the premise that Family Support Obligation had financial resources to use even when they had none. The criteria of Family Support Obligation must be abolished which impose the duty of care on those who do not support their families in reality and thus make it difficult for parents and their children to lead a life. It was especially wrong to impose duty of care on daughters that were married. All of the subjects wished for supports for their living expenses as they suffered a couple of diseases. They knew, however, that was their greed and hoped for medical expense supports most earnestly. They could not afford to receive treatments sometimes and led a difficult life with illness due to no financial resources. After they were eliminated from the benefits of National Basic Livelihood Security, they made thrift and saving a part of their daily life and scraped a living to maintain the minimum level of livelihood. They tried not to be burdens to their children as long as they lived and were living in a social relation network that had been daunted and required money for people to fulfill their duties as human beings. After getting eliminated from the benefits, they lived by the irregular assistance of unofficial resources. The study then discussed the utilization of relation network by single person-household recipients, Family Support Obligation in name only with no means of supporting, and the poor elderly that were not supported in addition to getting discarded at the last bastion after making an application with great expectations, hoping to receive at least medical expense supports, and trying not to be burdens to their children. As for practical implications, they made an application with great expectations in the early days of individual customized wages after being exposed to excessive promotions and rumors that basically said anyone could apply and receive benefits. They were, however, eliminated from the benefits and had to experience a huge disappointment. A human and material capital network should be basically reinforced for the poor non-recipients as well as recipients. The findings and discussions of the study are very important and have led to the following proposals for better researches in the future: First, a plan will hopefully be searched for to include the poor non-recipients whose household income recognition amount is lower than National Basic Livelihood Security among those who have been eliminated from its benefits due to the criteria of Family Support Obligation in the category of beneficiaries of co-payment reduction in the near poor group. The present study hopes for medical expense supports for the poor non-recipient elderly even though the addition of living expense supports will be better. There are cases in which they cannot afford to go to hospital and have to reduce their medication due to the lack of money, thus getting worse with their illness. Secondly, there should be attempts to research for welfare benefit and service support plans according to the type of single-person recipients or single-person households with duty of care by linking single-person recipient households to the National Basic Livelihood Security System based on the current state and characteristics of recent late marriage rend and rapidly increasing single-person households.
The National Basic Livelihood Security System is facing a criticism that it has not fulfilled its national responsibilities throughout its implementation process, failing its ideology. It is because the number of poor non-recipients is increasing who are not included within the benefits scope of the System due to the unrealistic criteria of income recognition and Family Support Obligation. The System was revised and implemented into a customized wage system in full scale in July, 2016, which relaxed the criteria of people with duty of care. There were, however, still many people that were excluded from the benefits of the System according to the criteria of Family Support Obligation. In the modern South Korean society, new types of family are emerging due to recently frequent late marriage and avoidance of marriage as well as low birth rates, aging, and rising divorce rates. It is time for the System to change its criteria of Family Support Obligation according to those changes to the family structure. This study thus set out to understand and explore in depth the experiences of recipient households that were eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation by applying the phenomenological methodology of Giorgi. It also aimed to provide basic data to improve the criteria of Family Support Obligation so that the National Basic Livelihood Security System could serve its functions as a social safety network for people that needed actual protection. For those purposes, the study first asked a question, "What kind of experience is it to be eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation?" Taking interest in experiences with getting eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation, the investigator tried to figure out the meanings of elimination experiences with a phenomenological methodology and conducted analysis based on the phenomenological methodology of Giorgi, which records the language from the subjects as it is, converts it into academic terms for in-depth analysis, and identifies the general structure of their experiences. The subjects were recipients that were eliminated from the benefits of the System since it was revised into a customized wage system. Purposeful sampling was used to select individuals that met those criteria. Data were collected until July 10, 2016. Total nine subjects were selected, and data were gathered from them usually with an in-depth interview. The investigator consulted a variety of materials including focus groups, field visit logs, observations, and personal records such as case managers. The study performed analysis according to Giorgi's five stages of analysis and identified six components and 21 sub-components. The situational structures of the subjects were categorized according to time contexts including "inheritance of poverty," "application out of expectations for a better life," and "life after the elimination experiences and used to make statements about situational structures to reveal differences among individual experiences. The study then examined the process of elimination experiences from the benefits of National Basic Livelihood Security in a general structure statement. They include "giving up after making an application with great expectations and getting eliminated, getting discarded at the last bastion, living with no support for sustenance allowance, living with room for the inheritance of poverty, getting too sick life is getting bad, and living after elimination experiences from the benefits." That is, they made an application for the benefits after the excessive promotion through the press that anyone would receive the benefits just by applying. They were full of expectations, but they were eliminated and ended up giving up. Some were even deprived of their old qualification as the beneficiaries of co-payment reduction in the near poor group. Not only did they receive no actual supports as Family Support Obligation, but they also felt dismal when the government, their last bastion, refused to help in addition to their families and siblings. Since it is difficult to provide practical supports to Family Support Obligation, they can become recipients of National Basic Livelihood Security only after a judgment that their family relations have been dissolved. They were eliminated from the benefits because the System was based on the premise that Family Support Obligation had financial resources to use even when they had none. They tried not to be burdens to their children as long as they lived and were living in a social relation network that had been daunted and required money for people to fulfill their duties as human beings. After getting eliminated from the benefits, they lived by the irregular assistance of unofficial resources. The study then discussed the utilization of relation network by single person-household recipients, Family Support Obligation in name only with no means of supporting, and the poor elderly that were not supported in addition to getting discarded at the last bastion after making an application with great expectations, hoping to receive at least medical expense supports, and trying not to be burdens to their children.
