Urban Development Act was enacted in January, 2000 by supplementing all kinds of construction work regarding all kinds of city planning laws and land readjustment project having been indicated as problems such as arguments on resident’s property right’s restriction, improper urban development, privatization of development profits owing to uniform expropriation method including housing development project etc. This Act has been progressed actively in private sectors such as public sectors including government, local autonomous entities, public institutions, and private sectors such as cooperative, civil engineering business operators in 388 areas of Korea as of December 2015 after Urban Development Act was implemented in 2000.
Under such background, this study grasped characteristics of each promotion method, that is, expropriation method, replotting method after buying, mixed method, and also looked into Urban Development Act to do comparative analysis on its feasibility, and then figured out propelling status of urban development project having been performed now.
Besides, in order to find out differences between expropriation method and development profits of replotting method under same conditions, this study calculated the value on investment expenses by each project type and development cost by making an example with Mijang District of Gunsan City where the project was implemented, and then did an comparative analysis with results having been compared and analyzed through preceeding researches together with its results.
This study tried to check characteristics by promotion method and development benefits after applying the case of Mijang district, Gunsan City where urban development project was being progressed now in relation with feasibility analytical frame on real estate development, and deduced selecting standard of promotion methods based on analytical results of feasibility.
In addition, comparison was made with results of case area in this research based on outcomes of preceeding researches.
However, different standards were applied to feasibility analysis according to the subject, and grasping cash flow among project process was not easy. Furthermore, in case of analyzing profits of replotting method and expropriation method, analytical results of actual replotting method and expropriation method could be different by randomly setting up and doing assumption and analysis based on interpretations about current laws. And there is a limitation in that analytical results from one case district could be regarded as outcomes of development profits which embrace all urban development projects, and suggesting basic direction is hard to be done too.
Therefore, guidelines that can be standards for many spots where urban development projects are being implemented now are required, and researches on improvement of implementing methods by complicated project type will be necessary.
