Given the increased use of social media due to development of smart devices and wireless communication technologies, companies and government and public organizations have begun actively promoting themselves using social media. For government and public institutions in particular, which must persuade and communicate with people across the country, social media offers an effective, useful means of sharing things in real time and spreading them quickly. Of the various social media platforms operated by government and public institutions, this research focuses on the social media of government-funded research institutes (GRI) in science and technology. Currently, online publicity lags because science and technology promotion takes place primarily offline, and the absence of communication between scientists and the public leads to a lack of public interest in science and technology. Because science and technology is a highly specialized field that is difficult for the general public to understand, it is prone to cause confusion and misunderstanding. This study thus intends to attract public attention to the field of science and technology by promoting strategic use of social media among GRIs, which have expertise in science and technology, and by providing correct scientific information. This study applies Katz’s uses and gratification theory along with other various communication theories to investigate users’ reactions to overall use of GRI Facebook pages, based on the perspective of GRI Facebook users. In particular, the study identifies the use motives, use behaviors, and gratification factors of GRI Facebook pages, presents a path model that proceeds through use motives and use behaviors up to formation of gratification, and tests the proposed model using empirical data. The results of the research are summarized as follows. First, use motives comprised five factors: “entertainment,” “communication,” “research information,” “scientific interest,” and “institutional information.” It should be noted that this research differs from previous studies in that the motive to use “information,” which has been identified most often in existing social media research, was divided on GRI Facebook pages into “research information” and “institution information.” Furthermore, younger people used GRI Facebook pages with higher interest in science than middle-aged people. Also, individuals in the science and technology field were more likely to use GRI Facebook pages to obtain research information than those in other fields. The results show differences in motives for the use of GRI Facebook pages depending on demographic characteristics. Second, use behaviors comprised three factors: “expression of opinion,” “scientific information use,” and “simple information use.” “Scientific information use” reflects the scientific/research field of the GRI’s specialty, a unique factor limited only to GRI Facebook pages. Third, gratification comprised three factors: “leisure,” “knowledge accumulation,” and “relationship formation.” These demonstrate the users’ subjective feelings through the use of GRI Facebook pages, and were similar to the factors found in previous studies of social media gratification. Fourth, the proposed model test demonstrated that use motives affected use behaviors, whereas use behaviors affected gratification. Detailed paths are as follows: first, the “communication” motive led to the “expression of opinion” behavior on GRI Facebook pages, and to the “knowledge accumulation” and “relationship formation” gratifications.
