The impacts of the weather differ depending on spatial characteristics such as disaster prevention infrastructure, the degree of urbanization and geological characteristics of the area, so the impacts are different even in the occurrence of the same weather phenomena. Therefore, an analysis of meteorological impact considering the spatial characteristics of the area is necessary. Thus, this study would contribute as a basic study of the construction of a forecast and weather warning system of heavy rains, reflecting spatial characteristics and assessing the risk of the relatively heavy rains in the area and contribute as basic data to establish a plan for preventing disasters of heavy rain hazards, assessing the potential impacts of the occurrence of heavy rain of the area. For this purpose, this study analyzed the risks of heavy rain hazard, using key concepts of impact based and impact forecast and warning service of the WMO guidelines on Multi-hazard impact-based forecast and warning service. This study composed potential impacts of heavy rain, using the concept of exposure and vulnerability and calculated the heavy rain potential impacts index, selecting seven representative variables of exposure and nine representative variables of vulnerability. The weights were calculated using principal component analysis(PCA), and the index was classified and analyzed, using GIS. To verify the validity of the heavy rain potential impacts index, this study conducted an analysis of the correlation with the actual amount of heavy rain damage. As a result of the correlation analysis, it was found that there was a relatively higher correlation, so it is noted that it reflects the potential impact of heavy rain appropriately. In addition, to analyze the degree of the occurrence of heavy rains, this study estimated the heavy rain hazard index, using the concept of hazard. The representative variables of the heavy rain hazard index were selected, utilizing the criteria for heavy rain warning and estimated the heavy rain hazard index, granting the same weighted value to each representative variable. This study composed a risk matrix with the heavy rain potential impacts index and the heavy rain hazard index and classified the heavy rain hazard risk into nine types to analyze the risks of heavy rain hazard by area. The method of analyzing the risk of heavy rain hazard presented in this study can be utilized as a methodology of analysis of the risks of other meteorological hazards such as typhoon, high wind and heavy snow. In the future, improving the index, considering the connection of the rainfall intensity of heavy rain damage occurrence and the heavy rain potential impacts index can contribute as basic research on the spatial differentiation of warning threshold value. In addition, it is expected that the results of the analysis of relative risks can be utilized as basic data to establish a plan for preventing disasters.
