Recently, the expansion of Fintech business and the increase in investment have had a great impact on the activation of digital finance. With ICT technology becoming popular and the emergence of Fintech companies, the desire for change in financial institutions, which rely on uniform financial services, is intensifying. In addition, the advancement of non-financial companies into the financial market and the launch of Internet-based banks are leading to the digitization of finance. As the development of IT is proceeding with the diversification and integration of financial business, it is leading the innovative closed financial IT system to an agile structure capable of responding to market conditions rapidly. In addition, the confirm of non-face-to-face real name, simple remittance, Robo-advisors, and biotechnology certifications are creating new financial environments, such as expanding personal asset management and utilizing low-cost financial services. Given the phenomenon of global financial IT convergence and the rapid development of the FinTech industry, Korea is still in its infancy and growth is slowing down. Although it is an IT power, it is well equipped with information and telecommunication and electronic financial legal systems, but it exists as a regulation that hinders creativity and innovation in the financial market that is being rapidly dialed digitally.
Over the past few years, the competitiveness of the country has been shaken by the decline of the steel, shipbuilding and automobile industries, the decline of the manufacturing and distribution industries, the declining population, and the entry into the aging society. The national competitiveness ranking announced by the World Economic Forum (WEF) in 2016 is 29th in the world, and it is not easy to recover after falling sharply compared to 11th in 2007. Looking at the detailed items, the financial sector plays a major role in declining competitiveness of the whole country due to the maturity of the financial market, the labor market efficiency 77, and the system 60. In addition, the Swiss International Institute for Management Development (IMD), the country's competitiveness test released last year, fell 29 points out of 61 major nations in the world, down 5 levels from the previous year and 10 in the ranking of Asia-Pacific countries. The external evaluation indicates that the competitiveness and efficiency of the domestic financial industry are largely behind. In fact, it is highly related to the environment, growth potential, and regulation level of the domestic financial market. The reason why Korea's financial competitiveness stays at the bottom is that it is not the level of innovation and openness, but the legal system is still excessive and creative financial services are not provided smoothly.
Overseas, digital financial innovation has spread rapidly by adopting a variety of new technologies, and financial services that have not been seen before, such as the establishment of digital banks, the introduction of block chains and distributed ledgers, and the use of IT Service competition is accelerating. In the meantime, Korea has been actively promoting financial informatization and building IT infrastructure by increasing the proportion of electronic financial transactions, and has increased the stability and efficiency of the financial industry with high entry barriers and strong financial regulations. However, the government and the supervisory authorities are breaking down regulations and barriers for the development of digital innovation and Fintech and have announced plans for continuous development. However, such deregulation will bring both small and small security incidents and risks in both the existing financial system and the new digital financial system. Due to the nature of digital finance, the risks associated with computer operations expanded, and large-scale data leaks, as well as platform tampering, social account tampering, cyber attacks, and hacking techniques for digital assets is expected to do.
Based on this, it presents countermeasures against risks and security problems that were not anticipated in the era of digital finance, which is being reorganized into the banking industry, Fintech companies, and Internet banking triangulation. In this paper, considering the first thesis of financial IT department, there are no precedent researches and published cases. In this paper, we propose measures for self - regulation and strengthening of self - regulation while financial regulations that have been maintained for a long time are eased. Thus, effective financial IT convergence security should be implemented while maintaining stable digital financial ecosystem through development of electronic finance and innovation of Fintech industry
