This study attempted to make an empirical analysis of influencers on the characteristics of precompletion apartment resale in a special resale market with a focus on the real estate policy and contract characteristics. This study attempted to analyze the characteristics of precompletion apartment resale such as the presence or absence of resale, the frequency of resale, the period of resale and its excess earning rate based on data on the preconstruction sale of newly built apartments in 192 apartment complexes constructed and actually sold to about 100,000 households by 'D' Construction Company across the country. Results of analysis showed that precompletion apartment resale were influenced by fluctuations in interest rates in macroeconomic terms. An attempt was made to investigate the zone of overheated speculation and the apartment price ceiling system in terms of policy characteristics. The designation of the zone of overheated speculation leads to suppressing demand for apartment investment and to subjecting real consumers for the residential purpose to restriction on precompletion resale. The application of the preconstruction apartment price ceiling system leads to the setting of relatively low apartment sales prices compared to the market prices of neighboring apartments, coming to have an effect on precompletion apartment resale and enhancing a possibility of increasing apartment consumers. An attempt was made to investigate conditions for the middle payment such as the presence or absence of interests on it and of its deferred payment system in terms of contract characteristics. The apartment consumer can make an apartment purchase contract only with downpayment and some of middle payment as the apartment supplier bears the funding of middle payment and the financial expenses of housing in accordance with the terms and conditions of the contract. Accordingly, this was found to have a significant effect on precompletion apartment resale. Second, this study attempted to analyze influencers on the quantities of resold apartments in the precompletion apartment resale market with a focus on policy characteristics. For this purpose, the panel data were constructed by excluding the monthly quantity of resold apartments in seven cities over the period between 2006 and 2016 disclosed by the Ministry of Land, Infrastructure and Transport. An empirical analysis as the research method was conducted by the fixed effect model through the Hausman test. An analysis was conducted about variables such as real estate market characteristics, demand and supply characteristics and system characteristics by using the fixed effect model. Analysis showed that higher interest rates and higher rates of increase in the housing price index increased the quantities of apartments resold prior to completion. It is interpreted that lower interest rates lead to a reduction in the burden of financial expenses and that the higher rate of increase in the housing price index lead to the enhancement of housing consumers' investor sentiment. It was found that the longer period of restriction on apartment resale prior to completion and the designation of the zone of overheated speculation led to a reduction in the quantity of resold apartments. And it was found that the application of the preconstruction apartment price ceiling system, the increased inflow of population into its pertinent area and the increase in the quantity of apartments to be supplied resulted in an increase in the quantity of resold apartments.
